Job Duties
The Office of Drinking Water (ODW) is looking for an individual who wants to help the Drinking Water Financial and Construction Assistance Program (FCAP).
This position will serve as a Drinking Water State Revolving Fund (DWSRF) Project Engineer/Manager within ODW's FCAP program located in the Abingdon Field Office. This position serves as the technical, administrative, financial, and regulatory expert for the construction loan/grant program in the field, with program supervision and guidance from the FCAP Project Team Leader or Division Director. They will also ensure completeness of contract documentation, compliance with approved plans and specifications, and conformity with program/state/federal requirements.
Duties include:
(1) Promoting sustainable water infrastructure.
(2) Applying and maintaining compliance with state or federal grants.
(3) Review and approve all technical documents pertaining to loan/grant project and provide the necessary technical assistance and guidance in their preparations.
(4) Performing on-site engineering inspections and evaluations of federally funded projects assessing adequacy of construction, and quality assurance and ensure that are complying with all requirements.
(5) Review and authorize construction pay estimates, change orders, compliance with approved plans and specifications, and conformity with program/state/federal requirements.
(6) Evaluating funding applications and be an expert resource to staff on the DWSRF program.
(7) Assisting other teams with construction and compliance needs.
In addition to experience with the above duties, the ideal candidate will have:
• Working knowledge of program requirements related to the Drinking Water State Revolving Fund (DWSRF) or Clean Water State Revolving Fund (CWSRF).
• Ability to read and interpret federal and state laws, regulations and policies, and apply that understanding in the review of grant applications, including construction drawings.
• Independently respond to grant questions that include financial changes associated with the bid and construction process.
• Experience in database management Microsoft Office product suite including Excel, Word, PowerPoint.
• Federal and state laws governing the area of compliance.
• Ability to compile and analyze information and prepare reports and financial data accurately, on time, and under pressure at times.
• Ability to communicate effectively orally and in writing with elected officials, consulting engineers, and various stakeholders involved in the water industry.
• A combination of education, training or experience that indicates the above knowledge and skills may be substituted for a degree.

• Experience in managing construction projects.
• Degree in Environmental Science, Engineering, or related fields.
