Job Description

Fluor, together with its joint-venture partner AECOM, has been awarded a four-year program delivery support services contract for the California High-Speed Rail program by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S.

The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California's Central Valley.

General Statement:

Under the general direction of the Deputy Director Third Parties and the Utilities – Senior Project Manager coordinates utility work between the Authority, Design Builder, PCM teams, and third-party utilities.

Develops, builds, and maintains a positive and productive relationship with third-party utilities or railroads.

Works with Authority, PCM, and the design builder to establish priorities, monitor progress, and ensure compliance with Authority goals and requirements.

Participates in utility and railroad issue resolution, prepares status reports, develops and maintains project tracking systems for issues and resolutions, and addresses the utility or railroad needs in a timely manner.

Typical Duties:

  • Coordinate with the Authority, Design Builder, PCM teams, and third-party utilities or railroads, attend meetings, review project documents, report on discovered utility/railroad issues.
  • Report on discovered utility/railroad issues and participate in issue resolution.
  • Prepare status reports, maintain tracking log for issues and resolutions.
  • Other duties as assigned.

Minimum Requirements:

This Individual Will Possess:

  • 7-10 years of experience in the utility/railroad field.
  • Experience reviewing utility/railroad designs to ensure compliance with utility/railroad land rights and design standards.
  • Be a self-starter and detail-oriented.
  • Excellent communication skills (both written and oral), and the ability to speak knowledgeably with other consultants, stakeholders, other governmental agencies, and individual citizens.
  • Strong organizational skills with the ability to track large data sets, and the ability to illustrate, analyze and convey those data sets effectively.
  • The ability to prepare technical correspondence and complete comprehensive reports; analyze situations accurately and adopt an effective course of action; and collaboration skills for meeting established project goals and objectives.
  • The ability to identify potential land rights conflicts that could create delays for the project.
  • A general understanding of land survey principles, and the ability to read and plot legal descriptions.

Other Job Requirements

Desirable Qualifications:

  • A degree in engineering, business, or law is preferred but not required.
  • Knowledge of the California High-Speed Rail Authority Right-of-Way Manual, Caltrans Utility Relocation Manual, Federal Statutes, California State Statutes.
  • Proficiency and knowledge of computer software applications such as Microsoft Excel, Microsoft Word, Microsoft Outlook, Microsoft Project, Power BI, scheduling software, and SharePoint.
  • The ability to maintain good communication skills and working relationships with third-party agencies, management, consultants, private sector contractors, subcontractors, and their associations.
  • Experience in developing and reviewing alternative route studies.

Salary Range

111,500 to 200,500
