The State Highway Administration's (SHA) Office of Materials Technology is currently recruiting for an Independent Assurance Technician (Transportation Engineering Technician V) in Anne Arundel County . This position is open to anyone who meets the minimum and selective qualifications listed below by the closing date. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of Work: This position performs statewide independent assurance audits to evaluate the sampling and testing skills of certified administration inspectors and certified contractor technicians. This position also audits and evaluates the test equipment used by these Inspectors and technicians. The administration positions audited and evaluated include consultant inspectors, transportation engineering technicians, and transportation engineers. The contractor technicians audited and evaluated include quality control managers and their certified technicians. An Independent Assurance Program is mandated by the Federal Highway Administration regulation to evaluate technicians and equipment used in project and plant testing administration. This position reports to the Independent Assurance Audit Team Leader.

MINIMUM QUALIFICATIONS:

Education : Graduation from a standard high school or possession of a high school equivalency certificate.
Experience : Eight (8) years of experience in technical engineering related work in the areas of design, traffic, construction, materials testing, engineering surveys, maintenance, or planning.
Selective Qualification: Four (4) years of the required experience must have involved testing, inspection and/or quality control/quality assurance in the construction of roadway projects.

Notes :
1. Applicants may substitute education in a civil engineering curriculum at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience, up to a maximum of three years.
2. Applicants who possess an associate's degree in either engineering, construction management or surveying technology from an accredited community college, college or university are considered to have met two years of the eight year experience requirement.

Licenses & Certifications : Candidate must possess a motor vehicle operator's license valid in the State of Maryland. Possession of or the ability to obtain four of the following Mid-Atlantic Region Technician Certification Program (MARTCP) certifications within the first year of employment and obtain the additional four certifications within three years of employment:

  • Hot Mix Asphalt Field Quality Control Technician
  • Hot Mix Asphalt Plant Quality Control Technician (Level 1)
  • Concrete Field Technician
  • Soils and Aggregate Field Compaction Technician
  • Pavement Marking Technician
  • Aggregate Technician
  • Concrete Plant Technician
  • Inertial Profiler Operator Technician
