Responsibilities

The MSTS GIS Department is seeking outstanding candidates for a GIS Analyst/Developer Position. GIS Services maintains the MSTS Enterprise GIS capability and supports numerous programs/projects across the Nuclear Security Enterprise (NSE).  This position entails the design, development, maintenance, administration, and upgrade of GIS products (data, maps, scripts, applications) and systems.

Responsibilities

  • Devise imaginative, thorough, and practical solutions requiring evaluation of standards and processes. Solutions may be unique.
  • Coordinate execution of assigned projects.
  • Serve as lead on teams requiring coordination with other teams. Coordinates work with other project team members.
  • Assist in researching and developing integration and solution pathways for various enterprise systems, databases, users, and products.
  • Leverage built-in Geographic Information Systems (GIS) development tools as well as open-source code to create original/custom database-driven solutions using structured software development methodologies and standard programming languages.
  • Be an active member of the MSTS Emergency Response Organization GIS Duty Position. Participate in drills and exercises and respond to real-world events. Support emergency response activities, including rapid development of GIS data and products.
  • Maintain a firm understanding of the existing GIS databases, data models, and applications; stay abreast of application and process changes.
  • Collect, document, input, verify, and track GIS data and products.
  • Prepare/support preparation and perform QA reviews of GIS data reports.
  • Develop system, application, and training documents.
  • Develop and maintain a firm understanding of existing enterprise database models/structures/processes and related applications.
  • Assist in collecting user requirements, researching workflows and data structures, exploring design options, and developing project estimates.
  • Assist in developing application upgrade strategies.
  • Assist in evaluating and developing solutions to mitigate cyber security vulnerabilities.
  • Design and perform quality/anomaly checks on a variety of GIS products.
  • Assist in designing, developing, troubleshooting, maintaining/upgrading GIS systems.
  • Develop and conduct user training on GIS applications and tools.
  • Perform other duties assigned by Management. 
Qualifications
  • Bachelor’s degree in calculus-based technical (STEM) field plus at least 5 years relevant experience. Skill building experience must demonstrate either deeper technical specialization or additional cross-disciplinary knowledge. Graduate research experience may be recognized.
  • Demonstrated experience developing and maintaining spatial software products, especially those based on Esri platform (ArcGIS Enterprise, ArcMap/ArcGIS Pro, ArcPy, ArcGIS .NET API, Experience Builder, and ArcGIS JavaScript API).
  • Experience with C#, Python, HTML/CSS, .NET Framework/Core highly desired.
  • Firm understanding of relational database and data governance principles: Demonstrated experience with MS SQL Server highly desired.
  • Proficient in Microsoft Word, Excel, PowerPoint, and Outlook; experience with Visio desired.
  • Able to utilize independent judgment, creativity, initiative, and ability to apply knowledge and experience to resolve problems.
  • Able to deal with high-pressure environments; handle multiple tasks with shifting priorities, schedules, and requirements.

  • Primary work location will be at the North Las Vegas Facility; will be required to report to the NNSS as needed.
  • Schedule will be 4/10s, Monday through Thursday.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must have a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $ 97,011.20 - $145,516.80.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
