As the Manager of Civil Engineering at Scout, you will lead the development and implementation of QAQC processes for Civil, Structural, and Geotechnical design and studies, ensuring all deliverables meet our stringent quality standards. You will spearhead the creation of essential civil deliverables, including system layouts, detailed site plans, and earthwork estimates, using industry standard design and modeling software. You will also manage and review critical geotechnical and structural reports and designs and oversee SWPPP permit submittals and erosion control plans.

In this management position, you will mentor and train junior talent across Scout’s preconstruction and engineering teams, fostering a culture of continuous process improvement. You will be the Civil Engineering subject matter expert and collaborate closely with Scout's Development, Procurement, Preconstruction, Construction, and Operations teams to drive successful project execution from planning through to implementation.

You will report to the Senior Director of Engineering.

Responsibilities:

Preconstruction Engineering

  1. Develop and implement a QAQC process for Civil, Structural and Geotechnical design and studies, ensuring any 10% or 30% deliverable, produced internally or externally, is accurate and meets our quality standards.
  2. Develop and implement the process and tools for creating 10% and 30% Civil deliverables, per Scout’s Engineering Deliverables Matrix, including:
  3. System layout in CAD and KMZ, and drawing deliverables such as detailed site plans, erosion and sediment control details, road section details, fence/gate details, WTG pad layouts, delivery flow plan, and road slope maps.
  4. Grading plans, limits of disturbance and earthwork estimates using 3D CAD modeling software.
  5. Perform earthwork estimates for various design decisions throughout the lifecycle of the project.
  6. Preliminary hydrology studies using 2D flood modeling software.
  7. Scope, manage and review geotechnical and structural deliverables, including:
  8. Geotechnical studies and reports
  9. WTG foundation designs
  10. Solar pile designs
  11. Scope, manage and review SWPPP permit submittals and erosion/sediment control installation plans for limited site work during the preconstruction phase.
  12. Participate in system level design review and value engineering exercises led by the Preconstruction Manager.
  13. Actively follow and stay informed through the Preconstruction Engineering phase and consult with Preconstruction and other Internal and External Subject Matter Experts to ensure technical coordination and ensure a system level understanding of the Project and design constraints.

Procurement Support

  1. Review Civil, Structural and Geotechnical technical requirements in contract exhibits for Owner procured equipment and services, such as Wind Turbine Generators, Main Power Transformers and EPC agreements.

Construction Support

Lead design review for projects advancing to 60%-IFC designs. Tasks will include:

  1. Establish and contract the Owner’s Engineering team, made up of external and internal resources.
  2. Determine Scope of Work for design reviews.
  3. Assure each design submittal is reviewed and approved to Scout’s Specifications, Major Equipment Specifications, and the overall requirements for the Project.
  4. Ensure comments in the design packages are properly addressed in the design package iterations.
  5. Assist the Construction Engineering Manager in responding to technical RFIs.
  6. Occasional travel to site or advise another team member’s traveling to site to advise on issues associated with implementing the design during construction.

Qualifications:

  1. 3-5 years of experience with Civil, Structural or Geotechnical Engineering Design and Studies for Utility Scale Wind and Solar projects (Senior Manager at 5-7 Years of Experience).
  2. A Bachelor’s degree in Civil, Structural, or Geotechnical Engineering; Master’s degree is a plus.
  3. Experience in Project Construction, or as a Design or Owner’s Engineer is required.
  4. Experience with Procore, BlueBeam, CAD, Civil 3D (or equivalent), Flo-2D (or equivalent), Excel and GIS tools.

Work Environment and Work Style:

  1. Experience working with cross-functional internal and external technical advisors and stakeholders.
  2. Demonstrated ability to work in a flat organization, successfully leveraging the expertise of multiple colleagues in different lines of reporting.
  3. Ability to multi-task and arbitrate between conflicting priorities with clear target setting and follow-through capability in a fast-paced and rapidly changing work environment.

Additional Qualifications:

  1. Must have a valid current driver license, and be able to travel and perform field work.
  2. Authorized to work in the United States.

Timeline and Location

Located in or willingness to relocate to a commutable distance to our Boulder, CO office is preferred. Remote work arrangement will be considered for the right candidate.

This position requires up to 25% travel to project sites in the U.S.

Target base salary: $130,000 - $150,000 (Negotiable for the right candidate.)
