Summary About the Position: The incumbent is responsible for performing change order and claim evaluation work of broad scope and complexity, requiring the ability to independently adapt precedents and to use considerable judgment in making sound engineering compromises and decisions. Work requires experienced practical knowledge of the construction, operation and limitation of engineering systems, structures, materials and devices. Responsibilities This position is developmental to the full performance GS-11 grade. At the full performance grade, the employee: Prepares design revisions to plans, specifications and cost estimates, or independently evaluates those prepared by others, for new systems or major modifications to existing systems (i.e., electrical, mechanical, structural, or architectural). Reviews contractors' proposals and/or user requests for additions, deletions, modifications, or other contract changes. Prepares construction cost estimates, computing quantity take-offs and estimates of work involved in the various features of the work being modified. Prepares documentation of contract modifications and negotiations, assuring that content, form, and procedures are in accordance with District policy. Conducts technical and management analyses of construction contract claims involving disputes on contract interpretations, delays, differing site conditions, constructive suspension, acceleration, and other impact and labor-inefficiency claims. Specialized Experience: One year of specialized experience which includes 1) performing contract administration for construction projects, 2) assisting in reviewing cost estimates, 3) preparing Quality Assurance (QA) reports, AND 4) utilizing financial platform and/or contract administrative systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Communications Contract Management Manages and Organizes Information Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). This is a developmental GS-10 position, full performance is GS-11. NOTE: Incumbent may be non-competitively promoted to the next higher grade upon meeting the following requirements: (1) Incumbent is sufficiently experienced to perform the duties at the target (or next) grade level; (2) Incumbent completed all required training and meets all conditions of employment required at the target (or next) grade level; (3) Incumbent meets all regulatory requirements for promotion including time-in-grade; (4) Higher-level work continues to exist at the target (or next) grade level; and (5) Supervisor recommends the promotion.
