In this role with the Program Development team, you will contribute to and help develop a number of key planning and programming documents including the county’s 6-year Transportation Improvement Program (TIP) and ADA Transition plan. You will be the lead engineer and project manager responsible for the county’s Safe Routes to School plan. You will also have the opportunity to collaborate with local, state, and federal agencies, as well as the Puget Sound Regional Council, working together to address transportation issues in our region and represent Pierce County on various regional committees focused on transportation projects, programs, policies, and funding.

You will join a seasoned team in the development, administration, and management of State and Federal transportation grant projects and coordination with other local, state and federal agencies. You will work on a wide range of priority projects and programs with a variety of other Divisions and Departments such as Finance, Parks, and Maintenance and Operations, among others.

Additionally, you will be using GIS, AutoCAD, Smartsheet, and Bluebeam to develop exhibits, PDFs, maps, and graphics for internal teams as well as the public on the Pierce County website. In this role you will be responsible for a wide variety of work items with varying priorities which require ability to manage multiple assignments, projects, and deadlines.

Core Daily Responsibilities:

  1. Reviews comprehensive engineering plans, reports, studies and related documents and translates contents to appropriate funding application, administration, and close out documentation.
  2. Coordinate with other teams within the division, department, and county to complete work and adhere to schedule and funding requirement imposed by grant and other funding sources.
  3. Prepares scopes, cost estimates, specifications, special provisions, and related documents for capital improvement projects.
  4. Coordinate with federal and state agencies to establish and maintain eligibility for system improvement, preservation, and program development grants.
  5. Provide leadership and direction to the professional and technical staff of a section responsible for maintaining a major engineering program.
  6. Prepares portions of engineering plans, reports, or studies for existing or proposed capital improvement projects or operational concerns such as roadway and traffic studies.

Minimum Qualifications:

  1. A resume and cover letter are required for this position.
  2. Registration as an Engineer-in-Training and seven years of progressively responsible experience related to the position is required.
  3. A bachelor’s degree from an ABET accredited program in civil engineering, or a closely related field, may be substituted for experience on a year for year basis, up to four years.
