Chief Engineer

What this job involves:
Responsible for the operational management and effective daily leadership and administration of the engineering team with the objectives of safely, efficiently, and effectively operating machinery and systems in a cost-effective manner. The Chief Engineer must ensure the highest level of professionalism while meeting the clients' needs and a commitment to achieving the goal of 100% uptime throughout the engineering team. Responsible for protecting and improving the value of the client's assets and ensuring that building engineering systems continue to perform their intended function. The Chief Engineer will implement and manage the reliability-based maintenance function. The incumbent also executes equipment inspection and monitoring programs; defines and implements maintenance best practices to improve overall mechanical equipment uptime; and continuously evaluates current maintenance, operations, and reliability methods and implements changes to enhance effectiveness at increasing value-maximizing performance.


Roles and Responsibilities:

  1. Oversee the maintenance and continuous operation of all building systems including: fire/life safety, mechanical (HVAC, plumbing, controls), electrical (lighting, UPS, PDU, generators, primary switch gear), cabling (data and voice, broadband), lighting and temperature controls systems, critical environments, light construction (painting, doors, locks), digital systems (fire alarm, duress, card access, CCTV), and Audio/Visual services.
  2. Utilize staff and contracting with outside vendors as necessary.
  3. Supervise and manage engineers and maintenance staff including training and personal development.
  4. Identify the maintenance objectives of the facility and incorporate those objectives into a documented plan that includes preventive, corrective, and reliability maintenance procedures.
  5. Has in-depth knowledge of all building systems and how they function.
  6. Comprehensive knowledge of maintenance processes.
  7. Understands aspects of construction planning and execution.
  8. Identify safety hazards within the building and incorporate the remediation of such hazards to ensure that the building's staff and occupants work in a safe environment. Implement, administer, and manage safety training program.
  9. Provide leadership in driving Reliability Centered Maintenance best practices.
  10. Providing customer interface and support.
  11. Partner in planning/scheduling optimization.
  12. Assure Document Management quality.
  13. Manage underground utilities reliability and maintenance.
  14. Ensure that compliance of all regulatory laws and guidelines are met as they relate to the operation of the building's infrastructure.
  15. Responsible for alerting management of building discrepancies.
  16. Assist in the development of a Capital plan which would include planning for infrastructure upgrades, equipment replacements, and building modifications to ensure the building's future capabilities are maintained.
  17. Responsible for ensuring that major projects performed at the building are properly planned, executed, and closed out in accordance with standard industry practices.
  18. Maintain all infrastructure and compliance documentation for the building including up-to-date building drawings and single lines as well as documentation mandated for the purpose of maintaining regulatory compliance with Federal, State, or Local law.
  19. Responsible for overseeing the activities of contractors working within the building either as representatives of the building itself or tenants operating within the buildings.
  20. Responsible for keeping records of buildings rounds and readings, all engineering logs, and engineering data sheets.
  21. Responsible for advance training and notification to all contractors so that they are informed and knowledgeable with respect to the building's critical functions and the work they are to perform, including an incident contact response list.
  22. Ensure that the CFWA (Critical Facility Work Authorization) is a well-understood process among the building staff, engineers, tenants, and contractors who perform work on the building's critical infrastructure.
  23. Manage Contracted Maintenance Staff and Vendors.
  24. Performs additional job duties as requested.

Physical Requirements:
The employee is occasionally required to walk, climb ladders and stairs; climb or balance; stoop, kneel, crouch, or crawl; talk or hear; and taste or smell. The noise level in the work environment is usually moderate. The employee must regularly lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Must be able to frequently be exposed to moving mechanical parts and risk of electrical shock. Occasional exposure to wet and/or humid conditions; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; extreme cold; extreme heat and vibration. Carrying equipment and tools, working in confined spaces, working with chemicals and treatments for Boiler System water. Mechanical aptitude, manual dexterity, and physically capable of strenuous activity over extended periods of time required. Lift and move loads appropriate to job requirements and bend and work in a kneeling position for periods of time required. Climb stairs and ladders and work at heights as required. Enter and work within tight spaces, and withstand hot and cold temperatures required. Ability to bend, sit, kneel, squat, stand, reach and lay as required to access equipment components for extended periods of time. Ability to work exposed to heat, sunlight, rain, cold, daylight, and nighttime hours as required. Computer literate. Excellent communication and interpersonal skills. Effective written and verbal communication skills.

Associate Degree in an engineering discipline or equivalent work experience.
7+ years facility-related work experience, including customer service, leadership, and supervisory experience.
Demonstrated technical expertise in facility-related systems.
Operating Engineers license (SMA) or equivalent.
Certification as a Universal Technician for CFC's preferred.
Working knowledge of computer applications including Microsoft Office and CMMS systems.
Demonstrated verbal/written communication skills.
Proven record of excellent internal and external customer service.
Membership in the IUOE Local 399 is required within 60 days of employment start date.
