Job Summary :
PIC Group is seeking a skilled and experienced Project Engineer for our client in Anchorage, Alaska. In this role, you will be responsible for the design, construction, and coordination of sub-transmission, transmission, and substation facilities, ensuring the reliability and quality of infrastructure for the owners' system. The Project Engineer will work closely with internal teams, contractors, and external agencies to manage the planning, execution, and successful completion of complex engineering projects. This role offers a unique opportunity to work in a fast-paced environment with significant field exposure, playing a critical part in advancing Alaska's electrical infrastructure.

Essential Duties and Responsibilities :
• Lead and manage the design process for sub-transmission, transmission, and substation facilities, ensuring compliance with all technical standards.
• Develop detailed construction plans, monitor project milestones, and maintain accurate cost data for continuous tracking and evaluation.
• Provide input on budget creation, assess project cost-effectiveness, and ensure financial targets are met.
• Establish and enforce design criteria, ensuring the highest levels of quality control and assurance during construction.
• Coordinate project activities with internal departments, contractors, external agencies, and other stakeholders to ensure smooth project execution.
• Manage contracts for equipment procurement, services, and construction, ensuring contract terms are met and projects are delivered on time.
• Prepare comprehensive project documentation, including inspection reports, change orders, and construction progress updates.
• Provide technical guidance and oversight to consulting engineers, staff engineers, and design teams throughout the project lifecycle.
• Supervise and mentor Site Engineers, Designers, and other support staff to ensure successful project delivery.
• Oversee contract closeouts, approve invoices, negotiate change orders, and validate equipment testing and acceptance.
• Maintain regular communication with member-owners, vendors, contractors, and government agencies to address project challenges and ensure alignment with regulatory standards.
Job Requirements :
• Extensive hands-on experience in the design and construction of sub-transmission, transmission, and substation facilities, with a strong focus on controls and protection systems.
• In-depth knowledge of construction practices, site preparation, and contract administration for civil, electrical, and mechanical work.
• Familiarity with RUS construction specifications, National Electrical Safety Code (NESC), and OSHA regulations.
• Proven ability to manage multiple stakeholders, including engineers, contractors, and vendors, and to lead cross-functional teams toward successful project outcomes.
• Proficiency in CAD, MS Project, and other project management tools to track costs, schedules, and deliverables.
• Excellent written and verbal communication skills, with the ability to clearly present technical information and coordinate with diverse teams.
Physical/Travel Requirements :
• The position requires a combination of office work and field activities, with exposure to extreme weather conditions, heavy equipment, and high noise levels.
• Frequent travel, including field visits and flights in fixed-wing aircraft or helicopters, with occasional overnight stays required.
• This role may require the Project Engineer to be on-call 24/7 to address urgent project needs or emergencies.
Education / Experience :
• Bachelor's degree in Engineering or a related field is required.
• 5+ years of experience in project management, particularly within the design and construction of transmission, sub-transmission, and substation facilities.
• Strong budgeting and cost control experience are essential.
• Familiarity with contract administration and regulatory compliance in the utility sector is preferred.
• A Professional Engineering (PE) license is preferred, with additional certifications in project management (PMP) or related disciplines preferred.
