The DPS Department Manager 3 - Engineering directs and supervises staff on all permitted construction projects. Duties include: working with the Permit's Engineers, other Wayne County Divisions, construction contractors, developers, business, and homeowners regarding any permitted construction projects; reviewing, interpreting, and approving construction plans; processing and handling all storm water projects; resolving field/construction issues and providing the appropriate communication to all Supervisory and pertinent individuals.
Required Tasks
- Supervise staff (Project supervisors & Senior projects supervisors).
- Answer field questions from contractors, developers, home and business owners as well as Wayne County employees (Engineering, Parks, and Roads).
- Interpret approved construction plans.
- Resolve field issues (working with permit applicants, contractors, and utilities).
- Handle storm water with Permit Engineers & Communities.
- Review/accept Engineers Certificate of Construction for storm water.
- Release permits and deal with financial issues (permit release & inspection).
- Coordinate with other County departments (Parks, Drains, and Roads).
- Attend preconstruction meetings.
- Answer Freedom of Information Act (FOIA) requests.
- Review and approve all time for subordinates.
- Make on-site visits to check unauthorized projects in Wayne County.
- Perform permit inspections, ensure that all Wayne County equipment and vehicles are working properly, maintain maintenance records (vehicle log sheets).
- Counsel and recommend employee disciplines when warranted.
- Perform other related duties and special assignments as directed.
QUALIFICATIONS
Experience/Education Requirements
- An Associate's Degree in Science or other related field deemed acceptable by the Department of Personnel/Human Resources; AND
- At least five (5) years of engineering experience with at least two (2) years of experience managing construction projects.
NOTE: During the probation period, candidates must obtain the following certifications. If certification is not obtained, the employee will be disqualified for the position:
- MCA Level 1 Field Testing Technician
- ACI Concrete Field Testing Technician - Grade 1
- Construction Storm Water Operator Certification
- Comprehensive Soil Erosion & Sedimentation Control Certification
