SiloSmashers is seeking an experienced Detention Subject Matter Expert (IT-SharePoint Developer) to support our federal law enforcement client with analytical support within their Prisoners Operations Division (POD). SiloSmashers enables our federal client to establish national strategies and programs providing for the housing, transportation, and care of federal prisoners.

The Detention Subject Matter Expert shall provide independent to executive level research and analysis to provide correspondence, reports, executive briefings and provide hands-on, value-added services to deliver innovative SharePoint solutions for POD. This position will support efforts of strategic level studies, analyses and reports documenting any proposed developmental, consultative, or implementation efforts through the development of SharePoint applications, use proven performance management and process improvement methodologies to streamline processes and eliminate process waste to improve organizational productivity, access to information and decision-making, and increase utilization of assets and resources.

Duties include, but are not limited to:

  • Provide support reviewing organizational strategies, operations, and programs to improve organizational processes and performance (i.e., SharePoint Administration, Business Requirements, Support Policy/SOP Development, Reports, etc.).
  • Conduct gap analysis and corrective action planning to identify inefficiencies and areas for improvement in strategic planning concerning integrating the complexities of the detention environment and detention communities.
  • Coordinate activities with Immigration and Customs Enforcement (ICE), Bureau of Prisons (BOP), and other associated Agency executive and field personnel to facilitate the implementation of the USMS Federal Detention Management System.
  • Develop and write strategic and business action plans, including the development of performance measures and indicators.
  • Research emerging issues and conduct Congressional and legal analysis.
  • Support the development and implementation of pilot projects, lead tabletop exercises, and test hypotheses.
  • Develop conceptual and practical implementation plans of operations.
  • Research and compose unbiased, executive level correspondence, reports, and effective presentations.

Additional Responsibilities:

  • Build custom SharePoint web parts and custom SharePoint Visual Studio workflows through a solid understanding of SharePoint customizations using site definitions, custom content types, features, and solution packages.
  • Provide direct SharePoint support to demonstrate experience that includes a heavy focus on Portal, Collaboration, ECM, Social Computing, Enterprise Integration, and Architecture with a specific focus on SharePoint 2013 On Premise and Office 365/SharePoint Online and MS technologies.
  • Analyze business requirements to complete the necessary research, planning, development, testing, builds, and integration or enhancements to new or previously owned products (COTS).
  • Assist in the evaluation and recommendation of application software packages, application integration and testing tools. Create diagrams representing current application designs, data architecture, and flows.

Qualifications/Requirements:

  • US Citizen
  • Ability to obtain a public trust clearance.
  • Experience comprehending, analyzing, and interpreting complex documents.
  • Strong analytical, organizational, and research skills.
  • Strong communication skills, both in writing and speaking to present information and respond effectively to sensitive issues.
  • Ability to work independently and with a team.
  • Ability to solve problems involving various types of situations.
  • Possess a thorough knowledge of Microsoft Word, PowerPoint, Excel, and Outlook software programs.

Preferred Experience:

  • Prior SharePoint development expertise.
  • Extensive understanding of the .NET Framework, C++, and ASP.NET.
  • Proficiency with SQL Server, Web Services, JavaScript, CSS, HTML5, and XML.
  • Experience using PowerBI for dashboard development and data visualization.
  • Experience working on Medium to Large-Scale SharePoint Farms; understanding of publishing features in SharePoint and experience working with Master Pages, Page Layouts, Themes, and CSS.
  • Strong expertise in Windows Communication Foundation and Windows Workflow Foundation a must; strong understanding of InfoPath Forms Services and experience building custom Power Apps and InfoPath forms with backend systems and web services.

Experience and Education:

  • Minimum of 8 Years of Experience
  • Bachelor's Degree. Bachelor's degree can be substituted with high school plus 4 additional years of experience.
