Application GIS Developer

Job Summary:
We are seeking a motivated and qualified GIS Developer skilled in Python scripting to work on new development projects and provide ongoing support for administrative workflows and applications. This on-site position is located in Downtown Lincoln, NE, and will be responsible for developing GIS processes and scripts to support the NEGIS Enterprise Portal and state agency GIS projects.

Key Responsibilities:

• Develop and maintain GIS processes and administrative scripts.
• Support daily operations by automating workflows and troubleshooting issues.
• Create documentation and metadata for processes and workflows.
• Collaborate with team members and state agencies to support GIS projects.
• Consult with peers on application or database issues.
• Communicate with customer agencies to resolve service or incident tickets.
• Prepare time/effort estimates for projects and develop recommendations.
• Design, code, test, and document applications and scripts.
• Mentor less experienced team members and potentially lead small-to-medium projects.

Communication and Organization Skills:

• Demonstrate strong written and verbal communication skills.
• Collect, analyze, and organize information effectively.
• Prepare solution development and evaluation criteria.

General Position Description:
Under general direction, the GIS Developer will be responsible for all phases of development and maintenance of assigned applications and scripts. This includes researching system enhancements, performing analysis and design, programming, and testing. The candidate will work directly with various levels of business and technical staff to determine effective technical solutions for business requirements. The position may require work during evenings and weekends for critical project needs.
Required Qualifications:

• Bachelor’s or master’s degree in computer science, Geography/GIS, or a related field (experience may substitute for education on a year-for-year basis).
• One (1) year of experience with scripting languages, APIs, and modules such as JavaScript, HTML, CSS, Pandas, ArcPy, ArcGIS API, PowerShell, and/or REST APIs.
• One (1) year of experience using Microsoft SQL Enterprise Databases (v2016+) and/or PostgreSQL databases.
• Two (2) or more years of experience scripting with Python.
• Experience developing policies and workflows for collaborative environments.
• Experience creating training materials and documentation for end users.
• Ability to work on-site in Lincoln, NE, Monday-Friday (40 hours/week) with some off-hour work as needed.

Preferred Qualifications:

• Experience with Portal for ArcGIS, ArcGIS Online, Enterprise Geodatabases, ArcGIS for JavaScript, and Arcade.
• Familiarity with geographic information management and spatial data standards.
• Experience with Microsoft Graph, Visual Studio Code, GIT, Azure DevOps, and Confluence.
• Knowledge of Agile development methodologies.
• Experience with support ticketing applications and services.
• Experience with chat group and video conferencing applications.
• Understanding of GIS technologies and data structures.
