GENERAL POSITION SUMMARY:
This is professional engineering work overseeing the design, construction, repair and inspection of water treatment and water distribution facilities and of wastewater pumping and collection facilities.
ESSENTIAL JOB FUNCTIONS:
  • Perform administrative, supervisory, and technical work within the Engineering, Water and Sewer Divisions.
  • Design and prepare engineering plans, specifications, and estimates which may include engineering computations, details, profiles, maps, and bid documents for projects including: water distribution systems, sanitary sewer collection systems, and coordination with other utilities and infrastructure such as electric power, gas, storm sewer, fiber optic, roadways.
  • Develop and implement regulations and standards to ensure sewer and water service and systems are operated in accordance with applicable state and federal regulations; prepares permit applications and supporting documentation in accordance with regulatory requirements.
  • Review water and sewer plans related to private project development for compliance with town standards; researches options to resolve water and sewer problems within the town; conducts water and sewer studies; provides engineering and construction guidance and direction to general public and town staff on water and sewer related issues.
  • Provide technical response to citizen inquiries concerning specific projects to properly inform them as well as incorporate their input.
  • Provide support to operations functions including assistance with operations and maintenance issues, asset management and event support for unplanned occurrences
  • Manage Capital Improvements Projects.
  • Perform other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of the principles, practices and methods of civil engineering as applied to planning, location, design, construction, inspection and maintenance of water and wastewater systems and related projects; principles and processes for providing customer service including setting and meeting quality standards for services and evaluation of customer satisfaction.
  • Knowledge of the terminology, methods, equipment, practices, instruments, and techniques of general engineering.
  • Knowledge of system analysis, design, and research methods and techniques.
  • Possess and apply strategic thinking skills, including having the ability to clearly define objectives, generate an action plan, define necessary resources, effectively anticipate change, brainstorm, troubleshoot and generate solutions.
  • Skill in use of computer software, especially Microsoft Office Suite, and at least basic knowledge of Hydraulic Modeling software. Knowledge of computer-aided design tools such as AutoCAD, ArcGIS, and other utility modeling software.
  • Possess exceptional written and verbal communication skills, including active listening skills, conflict resolution, seeking clarification as needed, building relationships and where possible creating "win-win" outcomes using positive reinforcement and diplomacy.
  • Capable of being coached, open to feedback, and engaged in continuous improvement as it relates to knowledge, skills and abilities associated with this position and as an employee of the department.
  • Effective time management skills.
REQUIRED EDUCATION AND/OR EXPERIENCE REQUIRED:
  • Bachelor's Degree in Civil Engineering.
  • Five (5) of progressively responsible experience in municipal water/wastewater engineering including a minimum of three (3) years progressive supervisory experience.
  • A combination of equivalent education and experience likely to provide the required knowledge, skills and abilities may be considered.
  • Special Requirements include registration as a Professional Engineer (PE) or Engineer in Training (EIT)
  • Must possess a valid Mississippi Driver's License and acceptable MVR.
TRAINING PROGRESSION:
Candidates hired in this progression will automatically advance to the next Salary Grade when experience and required certifications are obtained provided that they are otherwise satisfying the duties and expectations of the position.
  • Grade 14-Candidates at this level would have specified degree and meet the Education/Experience Requirements for the position.
  • Grade 15-Candidates at this level must have specified degree and meet the Education/Experience Requirements for the position, have completed FE exam, and have at least five (5) years related experience or equivalent.
  • Grade 16-Candidates at this level will have attained Licensed Professional Engineer (PE) status and will have a minimum of seven (7) years related experience or equivalent.

WORKING ENVIRONMENT AND PHYSICAL DEMANDS:
Work is performed primarily outdoors. Work involves everyday risks or discomforts which requires normal safety precautions. Work also requires physical dexterity in the frequent use of hand-eye coordination and manipulative skills using fingers, limbs or body for the operation of vehicles, electronic and mechanical equipment.
