The ideal candidate will possess a mix of architectural and engineering expertise with the ability to manage complex capital construction contracts, understand code compliance, and prepare detailed construction documents. Strong leadership and communication skills are essential, as this role involves leading diverse teams and presenting updates to high-level stakeholders, including VTA’s Board of Directors.

  • Communication Skills : Exceptional written and verbal communication skills, including experience presenting to boards, government agencies, and community stakeholders.

Position Highlights:

  • Oversee strategic planning, programming, and execution of bus and light rail yard expansions and upgrades.
  • Develop and administer capital construction contracts, ensuring projects meet quality, budget, and schedule requirements.
  • Serve as the key liaison between VTA, contractors, consultants, and community stakeholders to ensure successful project delivery.
  • Ensure all projects meet sustainability and environmental standards, contributing to VTA’s commitment to innovation and eco-friendly operations.

Key Responsibilities:

  • Capital Projects & Master Planning : Lead the strategic planning, design, and implementation of capital improvements for VTA’s transit facilities, including bus and light rail yards. Develop long-term master plans that align with operational goals and prepare facilities for future growth.
  • Transition Planning & Programming : Manage the creation of transition plans that address the phasing, funding, scheduling, and execution of complex infrastructure projects.
  • Construction Contract Management : Oversee the development and administration of capital construction contracts, ensuring compliance with state and local codes, as well as VTA’s operational standards.
  • Team Leadership : Direct and manage a diverse team of engineers, architects, consultants, and support staff, fostering collaboration and ensuring high-quality results.
  • Stakeholder Coordination : Act as the primary liaison between VTA and key stakeholders, ensuring alignment between project objectives and community needs.
  • Project Delivery & Board Communication : Lead all project phases, from evaluation and planning through to construction and implementation. Prepare and present project updates to VTA’s Board of Directors.
  • Sustainability & Compliance : Ensure that all projects meet VTA’s sustainability goals, integrating environmentally responsible practices where possible.
