Compensation Details:
Full Pay Range: $62,129.60 - $90,168.00. Generally, the hiring range is from the minimum up to 80% of the maximum of the range. This is a full-time salaried position.

Job Description Summary:
Under general direction, to manage and coordinate design and construction activities related to the preservation, rehabilitation, and replacement of existing and new city transportation infrastructure. Performance of related duties as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Manages and coordinates construction projects associated with the city’s transportation infrastructure, including:
    • Developing or supervising the development of bidding documents including plans and specifications.
    • Coordinating and directing any associated surveying and permitting.
    • Providing analysis and estimates for construction costs.
    • Overseeing the bidding and selection of construction contractors.
    • Managing multiple contractors and construction activities and monitoring construction schedules.
    • Coordinating with other city departments or divisions and private utility companies impacted by planned city improvements.
    • Performing field construction inspections and daily documentation for invoice reconciliation and payment.
    • Developing daily reports on construction progress, inspections, and site safety.
    • Performing project closeout and coordinating the development of as-built drawings.
    • Interpreting plans and specifications and enforcing contract requirements.
    • Negotiating contract changes orders.
  2. Managing project specific budgets and contracts up to $500,000 in value.
  3. Reviewing engineering designs and development plans to ensure compliance with City standards and specifications.
  4. Providing project information to the public and representing the city at associated public and administrative meetings.
  5. Assisting Civil Engineering or Construction Project Managers with capital improvement and maintenance projects as needed.
  6. Leading and supporting the maintenance and update of transportation records and asset management data.
  7. Coordinating and assigning consultant inspection and testing staff as required.
  8. Acting as a lead backup for other engineering associates and project managers.
  9. Assisting in responding to claims against the City resulting from capital improvement and maintenance projects.
  10. Performing related duties as required to meet the needs of the city.
  11. Taking proper safety precautions to prevent accidents.

MINIMUM QUALIFICATIONS

  1. Capacity to develop working knowledge of City design criteria, specifications, operating codes and procedures.
  2. Ability to read, comprehend and interpret engineering plans, maps, and reports.
  3. Experience with asset management database programs in combination with ESRI ArcMap.
  4. Ability to produce written technical reports on construction progress and inspections.
  5. Experience with Geographic Information Systems (GIS) and Asset Management Software Systems.
  6. Ability to use PC programs (Excel, Word, etc.) for designs and cost estimates.
  7. Ability to use AutoCAD Civil 3D for designs and construction drawings.
  8. Familiarity with the Manual of Uniform Traffic Control Devices (MUTCD).
  9. Effective communication and organizational skills.
  10. Ability to multi-task and manage multiple projects and priorities.
  11. Excellent math and analytical skills.
  12. Capacity to perform outdoor field work in various weather conditions. Valid driver's license required.

PREFERRED QUALIFICATIONS

  1. Surveying experience and training.
  2. Experience in transportation construction operations and management.
  3. CDOT Certifications from CDOT’s Construction Inspection Certification Program.
  4. Experience with inspection of typical street projects.
  5. Experience with concrete and asphalt street construction.
  6. Experience with reviewing and inspecting traffic control plans.
  7. Practical experience with ADA related to city transportation improvements.
  8. Ability to coordinate several projects at once and work under pressure.
  9. Familiarity with Colorado Department of Transportation (CDOT) standard specifications.
  10. Experience with communicating with the public regarding projects.

REQUIRED EDUCATION AND EXPERIENCE

  1. High school diploma or equivalent.
  2. Minimum eight years of training and experience in management, inspection, and design of Municipal or Civil Engineering projects.

Supervision Received: Construction Project Manager, Civil Engineering Manager or Civil Engineering Principal Project Manager

Supervision Exercised: None

WORKING CONDITIONS

Physical and Mental Effort: Sufficient clarity of speech, hearing, and vision to communicate effectively. Adequate manual dexterity to operate equipment. Ability to lift a maximum of 25 pounds and work in various environments.

Work Environment: Combination of office and outdoor work in all weather conditions. Visits to construction sites are required.

Machines and equipment used include personal computer, surveying equipment, and City vehicles.
