Note : The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City's step placement policy.
Note: This position may be underfilled as an Engineering Projects Manager in the event the selected candidate does not possess the required Professional Engineer's License (Oklahoma). The salary range for the Engineering Projects Manager is $45.26 to $69.20 hourly.

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.
DEPARTMENTAL INFORMATION
The Civil Engineer IV oversees the Facilities Projects Section of the Project Management Division, a staff of 17 employees, a program budget of approximately $2.5 million dollars, and a varying amount of Capital Improvement Projects (CIP). The purpose of the Facilities Project Management program is to provide architectural project design and construction oversight services to City departments and the public, so new or improved public facilities are completed on time and within budget. Program services include Capital Improvement Projects; Construction Administration; Oklahoma River Maintenance; Project Management; and Public/Private Partnership Agreements. Various projects managed include but are not limited to new building construction, renovation and repair projects for the State Fair Park, the Downtown Arena and Cox Convention Center, the Civic Center, Parks, Fire, Police, Libraries, Transit, and various sports facilities.
JOB SUMMARY
This classification is located in the Engineering Division of the Public Works Department within the City of Oklahoma City and is under the direction of a Civil Engineer V or other division head. The primary purpose of this position is to supervise an engineering work section. The employee may serve as the primary City contact regarding the assigned engineering discipline or function. Job duties require the use of previously acquired administrative and technical knowledge and skills. Essential job functions include : developing sectional goals and objectives; planning, organizing, and reviewing all projects assigned to subordinate staff; participating in and overseeing the development of plans and specifications for public-works engineering projects; and ensuring that engineering projects comply with plans and specifications. The employee provides technical expertise to subordinate staff, assigning projects or functions and improving methods and procedures. The employee has frequent contact with City officials and staff, engineering consultants, architects, contractors, developers, and the public to exchange technical information on public-works engineering matters. Work is performed primarily independently, with work products reviewed periodically through staff reports, conferences, and visual observations by the division/department head for overall effectiveness and adherence to policies, directives, and instructions.

JOB REQUIREMENTS
  • Knowledge of and skill in applying administrative and managerial concepts and principles.

  • Possession of a Professional Engineer's License (Oklahoma).
  • Possession of a valid driver license (Operator).
Note : Professional Engineer's License must be issued by the State of Oklahoma or a state having reciprocity with the State of Oklahoma.
PREFERRED QUALIFICATIONS
  • Minimum of five (5) years' experience using engineering practices and principles with facility plans and projects.
  • Minimum of five (5) years' supervisory experience.
  • Experience applying managerial principles to evaluate and improve operations, streamline processes, and develop programs.
  • Experience in reviewing architectural project design and construction oversight services to municipalities for new and improved public facilities.
  • Experience establishing and maintaining effective working relationships with key stakeholders such as government officials, engineers, contractors, staff, and citizens.

WORKING CONDITIONS
  • Primarily inside, outside occasionally, exposed to heat, cold, humidity, rain, etc.
  • Local travel occasionally to conduct engineering field inspections.
  • Out-of-town travel occasionally to attend meetings, conferences, seminars, etc.
  • May be expose to intermittent or continued loud and incessant noises from machinery and construction equipment.
  • May be exposed to large amounts of dust or other irritants.
Note : Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.
PHYSICAL REQUIREMENTS
  • Near vision enough to read standard office correspondence, including the fine print found in specification books and on reduced copies of maps, plans, etc.
  • Hearing enough to identify factors such as the location of vehicles and equipment or when equipment is malfunctioning.
  • Manual and finger dexterity enough to operate standard office equipment and to produce hand-written and electronically generated correspondence.
  • Speech and hearing enough to communicate in-person and by telephone, two-way radio, etc.
