As part of the Public Works Department, Broward County's Traffic Engineering Division operates and maintains an advanced traffic network for Broward County, which services almost 2 million residents and over 12 million visitors annually. The Division is responsible for the assets listed below 24-hours-a-day, seven-days-a-week on approximately 1,000 miles of roadway.

  • 1,475 traffic signals
  • 1,085 school flasher signals
  • 1,500 streetlights
  • 3,150 internally illuminated street name signs
  • Over 450,000 pole-mounted signs
  • 3,500 lane-miles of pavement markings

The Division also provides traffic engineering services to most cities within Broward County. These services include studies to assess traffic control device warrants and define traffic regulations and restrictions on the County's roadway system and local residential roads. The Division continually assesses and fine-tunes traffic synchronization plans to achieve optimal traffic flow along major roadway corridors in Broward County.

The Division collects a variety of traffic data including information relevant to traffic control devices such as timing for traffic signals, traffic signal maintenance records, traffic sign and pavement marking installations, and maintenance reports. Other information includes traffic volume counts, pedestrian counts, speed counts, crash analysis and traffic-related data concerning land use and development projects.

The Division is poised to embrace and integrate state-of-the-art technologies to continue to improve the County's traffic network. In November 2018, Broward County voters approved a 30-year, one-cent surtax for transportation. The sales surtax took effect on January 1, 2019 and is projected to generate over $15 billion over the next 30 years for mass transit, roadway and traffic control, and related improvements. Funding from the surtax will allow the Division to expand the County's fiber-optic communications network, incorporate advanced technologies such as adaptive signal control, interface with autonomous vehicles, optimize mass transit operations, and expand "smart" solutions for the public.

The Assistant Director of Traffic Engineering assists the Director in providing leadership, direction and management for all facets of the County's Traffic Engineering Division. The Assistant Director of Traffic Engineering works under executive level supervision and entails highly responsible management and professional administrative work in planning, organizing and directing the activities of the Division. Position incumbent performs with considerable independence within established policies and procedures. Assignments are received in the form of broad policy statements. Major activities are reported to executive level administrators through conferences and reports.

May act on behalf of and assumes the duties of Director of Traffic Engineering in the Director's absence and represents the Director at meetings and other official functions when so directed.

General Description

Provides assistance in the day-to-day operations of the Traffic Engineering Division. Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in civil or traffic engineering or closely related field; Master's degree preferred.

Requires six (6) years supervisory experience in traffic and transportation engineering or closely related experience.

Special Certifications and Licenses

A Class E Florida Driver's License is required for duration of appointment.

Preferences

  • Master's Degree in civil or Traffic Engineering.
  • Professional Engineer's (PE) License.
  • Professional Traffic Operations Engineer (P.T.O.E.).
  • Advanced Maintenance of Traffic Certification (MOT).
  • Project Management Professional (PMP).
  • Five (5) or more years of public sector experience.
  • Five (5) or more years of budgeting experience relative to project budgeting, project cost controls, and public sector accounting.

Knowledge Abilities and Skills:

  • Thorough knowledge of the principles and practices of traffic engineering.
  • Knowledge of emerging and innovative traffic signal control and communication technologies.
  • Thorough knowledge of federal regulatory roadway requirements (Manual on Uniform Traffic Control Devices (MUTCD), etc.).
  • Thorough knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.
  • Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.
  • Demonstrated ability to establish and maintain strong, effective relationships with state and local agencies, municipalities, contractors and the public.
  • Ability to plan, implement, and coordinate technical and administrative programs.
  • Ability to express ideas effectively, both orally and in writing.
  • Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

  • Responds to media inquiries and Commissioner requests; works on Division policies, processes, procedures and business plans; handles staffing matters, including rating and interviewing candidates for employment, works on succession planning and related matters; completes performance evaluations, provides employee mentoring and coordinates in regards to employee issues and matters.
  • Attends meetings with County and other governmental officials in regards to varied matters; prepares reports and documentation and reviews subordinates' reports and documentation in regards to presenting the results of traffic studies, investigations and other requests.
  • Provides direction and oversight in the preparation of and reviews the results of Traffic Engineering Studies; prepares general correspondence emails, memoranda and letters; reviews design plans, operations plans, traffic studies and other submittals; works on budgetary matters, including quarterly performance measures and other budget-related issues.
  • Attends training session, seminars, and professional association meetings, completes online training, and performs research of engineering and professional requirements, criteria guidelines, and emerging technologies.
  • Reviews and approves work orders for new traffic control device installations; performs field inspections of roadway conditions, traffic operations and traffic control devices; reviews technical matters and meets with others to discuss same.
  • Performs related work as assigned.
