Director of Mechanical Billing

Basic purpose of position:

  • Responsible for all aspects of mechanical billing function and revenue recognition

Expectations:

To provide exceptional service to both external and internal customers by projecting a positive attitude at all times. Lead all aspects of the mechanical billing function across the organization. Coordinate data collection and billing activities with all field locations. Supervise team of mechanical billing clerks and specialists. Perform error free work while looking for ways to improve current and future processes.

Responsibilities:

  • Manage team of mechanical billing clerks and specialists
  • Manage all aspects of the mechanical billing process across all locations performing mechanical repair work
  • Review and audit incoming billing to ensure accuracy and compliance with industry rules, practices, and procedures.
  • Lead and coordinate all interactions with 3rd-party railcar repair and billing software, experience with RailcarRx preferred
  • Review and audit incoming exceptions to invoices to ensure accuracy and compliance with industry rules, practices, and procedures
  • Manage rejection and exception correspondence verifying they are in accordance with contractual and industry requirements and processed within mandated time limits
  • Reprocess incoming invoice rejection letters so that invoices are resubmitted timely
  • Review outbound rejection and exception letters for accuracy prior to being issued
  • Report and track responses to outbound exception and rejection letters
  • Review repair estimates to ensure repairs are proper, within scope, and billing codes and pricing meet industry specifications, AAR billing rules, and industry best practices
  • Review invoices corresponding to approved estimates to ensure accuracy and approved pricing
  • Produce various reports surrounding billing processes
  • Coordinate with internal stakeholders for updates and reporting
  • Provide support to other fleet operations team members, including members from other departments
  • Attend internal meetings to support cross-functional projects and activities
  • Travel to field locations to support process optimization activities and foster relationships with key contacts in the field to support the billing function.
  • Interact with industry personnel to support reputation, networking and new business development in the mechanical repair space.
  • Communicate with senior customer personnel and other customer personnel involved in the billing A/P area to ensure payment of invoices is made on-time.

Minimum Qualifications:

  • Undergraduate degree in accounting / finance / business / engineering related program or relevant experience
  • 7+ years of railroad car repair or related experience
  • 7+ years of railroad car repair billing experience
  • 5+ years of experience managing and leading people
  • In-depth knowledge and thorough understanding of AAR car repair rules and Multi-Level Billing rules
  • Excellent communication skills, both written and verbal
  • Excellent interpersonal skills
  • Excellent analytical and problem solving skills
  • Strong attention to detail and producing error free work product
  • Ability to manage multiple projects concurrently

Education Requirements:

  • Bachelor's degree in a business or engineering related discipline, accounting major preferred.

Experience Requirements:

  • Must have over 5 years of experience in various railcar mechanical billing roles.
  • Participation on industry (e.g. AAR) committee's or other railcar repair related industry participation preferred.

Skills, Licenses, Certification, and/or Special Training:

  • Must maintain a valid state driver's license if required to operate company equipment;
  • Meet and maintain all requirements contained in the Conditions of Employment policy;

Physical, Mental & Sensory Requirements:

  • Must be able to hear work or safety instructions verbally communicated in a normal speaking voice;
  • Must be able to work independently;
  • Ability to communicate telephonically for periods of greater than 4 hours;
  • Ability to frequently view and change data on a standard computer;
  • Ability to simultaneously handle multiple tasks;
  • Able to sit for long periods of time up to 6 hours.
