The Minnesota Department of Information Technology Services (MNIT) partnering with the Minnesota Department of Employment and Economic Development (DEED) is seeking one full-time resource to move all data repositories stored in TFS to the new repositories within the State's DevOps ecosystem, and all project-related information and processes to Azure DevOps Services. Currently, MNIT @ DEED is using an older and unsupported version of Microsoft Team Foundation Service (TFS 2015). The system consists of 50 projects with the repositories ranging in size from several MB to 10 GB. MNIT @ DEED has access to the State of Minnesota's DevOps ecosystem that includes Azure DevOps Service and GitHub Enterprise.

At a high level, the resource will analyze, design, implement, test, and document the TFS to DevOps process and train State staff on the utilization of the new Azure DevOps ecosystem. Sample Tasks

  1. Analyze current TFS environment including its configuration and project lifecycle management design.
  2. Meet with key stakeholders identified by MNIT @ DEED to gain an understanding of environment and business processes to determine requirements.
  3. Upon consultation with key stakeholders and analysis of the current TFS environment, a documented final approach to the State DevOps Ecosystem is to be produced and approved by key stakeholders.
  4. Based on the analysis for the current TFS environment and input from key stakeholders, determine the final approach for migrating to the State's DevOps ecosystem.
  5. Design the structure and configuration within the State's DevOps ecosystem.
  6. A design document for the structure and configuration of DEED's instance in the State DevOps ecosystem is to be produced and approved by key stakeholders.
  7. Plan, test, and verify the process of moving data to the State's DevOps ecosystem.
  8. A process for planning, testing, and verifying the data migration is to be documented and approved by key stakeholders.
  9. Migrate all repositories successfully from Team Foundation Version Control (TFVC) to the State's DevOps ecosystem.
  10. Migrate all projects' data successfully from TFS to Azure DevOps Services, including project backlog items, tasks, queries, and linkages.
  11. Preserve the change history of the source-controlled items and projects' work items. Preserve the linkages between the changesets and the associated work items.
  12. Document the design and structure of MNIT @ DEED's usage of the State's DevOps ecosystem.
  13. Develop and document procedures for working with Azure boards from the perspective of the key stakeholders.
  14. Develop and document procedures for working with the new repositories from the perspective of the key stakeholders.
  15. Develop, document, and implement CI/CD pipelines for various application types.
  16. Research the implementation of the Veracode continuous scanning with the new repositories and ensure that existing manual solution works with the new repositories.
  17. Provide knowledge transfer.

Minimum Qualifications

  • Four (4) years' experience in Microsoft TFS administration.
  • Four (4) years' experience in Azure DevOps Services administration.
  • Two (2) years' experience in Azure roles administration.

Desired Skills

  • Three or more projects demonstrating moving TFS data to Azure DevOps Services.
  • Two or more years' experience configuring CI/CD pipelines in Azure DevOps Services.

Interview Process

The State will conduct interviews via Microsoft Teams. The State reserves the right to remove a resource from consideration if the resource is unavailable for interview as requested by the State.
