Description

Noblis is seeking Spectrum / Radar Surveillance Engineers to support the Federal Aviation Administration (FAA) Air Traffic Systems and Surveillance Services directorates within the Program Management Organization (PMO). Employees will deliver highly technical services spanning spectrum engineering, radar system engineering, network architecture and engineering, enterprise architecture, and satellite system engineering functions within the National Airspace System (NAS).

Responsibilities

  1. Provide written technical reports to analyze potential frequency interference issues for FAA review.
  2. Review frequency assignment proposals for compliance with applicable policy and regulations.
  3. Apply knowledge of spectrum-use policy to determine proper and efficient use of radio frequency spectrum allocations.
  4. Perform separation standards analysis and participate in separation standards working groups involving other services within the ATO, AVS organization, and other stakeholder groups.
  5. Develop hardware and software systems to support surveillance, traffic flow, and automation platforms.
  6. Assess 1030 MHz or 1090 MHz Radio Frequency impact on current and future surveillance infrastructure.
  7. Support design and implementation of interfaces between and among NAS facilities, primary radar systems, and secondary surveillance, weather, and automation systems.
  8. Provide support for Reduced Oceanic Separation (ROS), including technical and operational analyses to develop inputs to quantify benefit and costs analyses as well as provide detailed reviews of artifacts provided to or developed by FAA to support a Final Investment Decision (FID).
  9. Support all activities related to planning, managing, executing, and maintaining system engineering processes, programs, and tasks.
  10. Engage in systems engineering tasks involving design, development, testing, installation, implementation, integration, and transition of systems and components.
  11. Develop milestones for technical standards, surveillance-automation interfaces, aircraft separation standards, system safety and risk management plans, computer-human interface design, and system configuration baselines.
  12. Assist in the development and management of:
    1. Requirements (system/hardware/software/user/test/maintainer/NAS).
    2. Functional and performance system specifications.
    3. Concepts of system operation.
    4. Enterprise architecture products.
    5. Requirements traceability matrices.
    6. Functional decomposition matrices/trees.
    7. Interface documents, including Interface Requirement Documents (IRDs) and Interface Control Documents (ICDs).
    8. Allocation of requirements among developmental systems, subsystems, modules, and non-developmental/commercial components.
    9. System Test Plans.

Required Qualifications

  1. Strong expertise in spectrum management, radar systems, and systems engineering within the context of the National Airspace System (NAS).
  2. Extensive experience with frequency assignment proposals, separation standards, and interface design.
  3. Proven ability to conduct comprehensive system-wide reviews and analyses.
  4. Requirements development in the federal government space.
  5. Performance modeling, analysis and determination.
  6. Successfully pass an FAA background investigation/verification and receive a successful final suitability determination.
  7. Ability to work both independently and as part of a team; proactive, solution-oriented, with exceptional time management skills.

Educational and Experience Requirements

Work experience that is not relevant to the labor category definition will not be considered in the "Years of Relevant Experience" calculation.

Senior-level

Minimum of 20 years’ experience with Bachelor of Science Degree in an engineering discipline. Master's degree may be substituted for 3 years’ experience. PhD may be substituted for 3 years’ experience.

Mid-level

Minimum of 10 years’ experience with Bachelor of Science Degree in an engineering discipline. Master's degree may be substituted for 3 years’ experience. PhD may be substituted for 3 years’ experience.

Junior-level

Minimum of 5 years’ experience with Bachelor of Science Degree in an engineering discipline. Master's degree may be substituted for 3 years’ experience. PhD may be substituted for 3 years’ experience.

Desired Qualifications

  1. Knowledge of FAA regulations and standards.
  2. Familiarity with 1030 MHz and 1090 MHz Radio Frequency impact assessments.
  3. Experience in developing and validating technical standards and safety plans.
  4. Knowledge of NAS Enterprise Architecture.
  5. Applied experience using System Architect, DOORS, CORE, and Cameo.
  6. Experience in integrating new systems into the National Airspace System (NAS).
  7. Model Based System Engineering/Digital Engineering.

Locations may vary depending on location of the project. Some primary on-site locations include: Washington D.C., Egg Harbor NJ, and Oklahoma City OK. Possibility of some roles allowing for remote/hybrid employment.
