Your Role and Responsibilities
IBM provides analytic consulting services to the US Government. The team innovated classified data service to support data-intensive assessment of Intelligence Surveillance Reconnaissance (ISR) system performance and effectiveness. We are seeking a backend developer/architect to improve existing and innovate new features for a classified ISR data and analytics service.

Responsibilities will include:

  1. Improve algorithm performance, improve data quality, incorporate new datasets, and enable new analytics.
  2. Maintain polyglot database environment, extend event-driven micro-services, and insert new technologies as appropriate to achieve stakeholder-desired capabilities.
  3. Interface with the client, stakeholders, military personnel, and data providers to ensure stakeholder buy-in and populate backlog for future innovation.

This role is located onsite in the Washington DC area (primarily in Reston, VA).

Required Technical and Professional Expertise

  1. US Citizen with active TS//SCI clearance or show immediate eligibility according to JPAS security database.
  2. 2+ years of Python programming experience.
  3. 2+ years of experience architecting, designing or programming applications in hybrid cloud or on-prem environments.
  4. Experience with employing, customizing, optimizing, and/or managing NoSQL database technology.
  5. Experience with custom ETL (Extract, Transform, Load) development (vice employing off-the shelf solutions, e.g. Apache Nifi).
  6. Experience with designing algorithms to infer relationships between events or entities.
  7. Experience with designing validation and/or diagnostic approaches to ensure strong data quality.

Preferred Technical and Professional Expertise

  1. Experience coding in operational military and/or intelligence networks or settings.
  2. Experience with employing, customizing, optimizing, and/or managing MongoDB.
  3. Experience with Celery or analogous asynchronous task queue technologies.
  4. Experience with algorithmic development that merges, standardizes, and links related data sources.
  5. Skills with implementing and customizing ElasticSearch for text search use cases.
  6. Experience with CI/CD tools (e.g. Azure DevOps, Jenkins).
  7. Experience with gathering operational and intelligence data from classified DoD systems.
  8. Experience with national or military intelligence capabilities and their use.
  9. Experience with transitioning on-prem capabilities to cloud.
  10. Experience with natural language processing (NLP) or other techniques to extract value out of unstructured data.
  11. Data visualization experience using JavaScript (such as Chart.js or D3).
  12. Experience with MVC frameworks (e.g., React.js), Node.js, and Web API design.
