The CT DPH Contracts Management Section (CMS) oversees the creation, execution and implementation of all agency Contracts. CMS has a very high volume workload, and the current state of the technological infrastructure is not adequate in providing staff with the ability to effectively manage the volume of current contracts and sustain the continued addition of new contracts. CMS is currently using an MS Access Database, requires the database be rebuilt in an internal platform, that would eliminate the crashes that are experienced. CMS requires that the database feed information into a dashboard that will show the contracts progress at different stages and allow for reporting of the data contained within. Access to the dashboard will be role-based allowing multiple users, including CMS and other internal and external partners, to view only the information that is pertinent based on their assigned role. This information will be very helpful for all parties to monitor the lifecycle of a contract, but also enable CMS to create metrics around how long contracts take to leave CMS from when we receive them, which would enable CMS to make tweaks to our process that will increase productivity, reduce errors, and promote more efficient timelines for executing contracts.
SCOPE OF WORK
Under the supervision of the IT lead this position will:
a) Migrate the existing Access Database to SQL.
b) Connect the SQL database to the current Access front end CGMS application screens.
c) The new CGMS SQL database is based off CMS requirements, importing historical data, and allowing for new data to be added.
d) nalyze current ETL process, define and design new systems.
e) Transition access front end to ASP.Net MV0043 or Blazor web application.
f) Create a dynamic Dashboard based off CMS requirements that will be fed by the information from the SQL Database, and will allow CMS staff, and internal/external partners to track contracts/amendments at different stages in the process.
g) Create a role-based user hierarchy for dashboard access which allows multiple users the ability to view only the information required based upon their assigned role.
h) Create reporting capability within the dashboard that allows users to generate, view, export reports.
i) Convert business requirements into technical specifications and decide on a timeline to accomplish the tasks.
j) Work with users and team members at all levels for performance improvement and suggestions.
k) Develop and deliver technical documentation.
The Consultant will need to the required skills and experience outlined below, to work as part of the DPH Epidemiology and Emerging Infections Program.
Required Skills/Experience:
Experience in migrating MS Access to SQL Database.
Experience is developing web applications using ASP.NET MVC and ASP.NET Core.
Power BI To design and develop interactive Power BI visual reports, creating dashboards and analyzing datasets.
Experience in SQL Server Database Management and data analysis.
Experience working with non-technical business users and understanding the system to devise and develop new web applications/programs.
Presentation skills to a large group of users such as local health department/public and other public health officials.
