As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.


Job Summary

The Senior Business Intelligence (BI) Developer is responsible for leading the development, testing, implementation, and maintenance of organizational data sets and reports. The Senior BI Developer will work closely across departments to develop dashboards that meet the needs of the various internal and external stakeholders. Working with cross-functional teams, the Senior BI Developer will take the lead in analyzing, clarifying, and documenting report requirements, making recommendations, identifying relevant data points, and educating when necessary to meet business needs. The ideal candidate will have a passion for driving creative, technology-based solutions to address homelessness.


Schedule

The Executive Director or designee may change the schedule of positions between hybrid and onsite, as necessary to accomplish LAHSA business.


The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities.

Essential Job Functions

  • Dashboard Creation
    • Build useful, well-designed dashboards in Tableau, liaising with programs, systems, government affairs, and finance teams as necessary to scope and collect business requirements.
    • Update dashboards, respond to change requests, and ensure dashboards are always operating with full functionality.
    • Explore and keep abreast with emerging BI technologies and best practices that support or enhance the team’s processes, tools, and capabilities.
    • Participate in meetings with cross-functional teams to gather required reporting and dashboard requirements.
  • Dataset Creation, maintenance, and documentation
    • Curate datasets and ensure there are documented procedures and guidelines for data access.
    • Build, maintain, and update datasets dependent on the needs of internal and external stakeholders.
    • Ensure standardization of datasets and data metrics used across queries, reports, dashboards, and data feeds.
  • Serve as an expert in Homeless service data
    • Analyze business requirements and functional specifications for technical implementation (SSRS reports, dashboards, data services).
    • Be a primary knowledge holder and resource for how homeless service data is collected, stored, and analyzed.
    • Support developers and other members of the Data Infrastructure team with complex projects.
    • Compile and update documentation for all datasets, dashboards, processes, and any other work assigned.
  • Think critically to review business operations, identify opportunities for improvement, and collaborate with internal departments and stakeholders to complete requests.
  • Collaborate with senior staff and team members in assessing and improving business operations and processes.
  • Communicate with and anticipate needs of stakeholders on a technical and programmatic level.
  • Provide technical assistance and cross-training to other team members.
  • Assist in assembling complex ideas, issues, and observations into useful explanations and clear directions for the team.
  • Complete other duties as needed to help drive to our vision, fulfill our mission, and abide by LAHSA's values.

Knowledge, Skills & Abilities

  • Passion for working on creative, technology forward solutions to address homelessness.
  • Familiarity with SSBI tools (e.g., Tableau, PowerBI, PowerPivot), preferably Tableau.
  • Intermediate or advanced knowledge of T-SQL, SSRS, SSIS, SQL Server Data Tools, and SQL Server Management Studio.
  • Intermediate or Advanced knowledge of relational database management systems (RDBMS).
  • Programming/Scripting experience and knowledge of data/system analysis, software development life cycle (SDLC).
  • Intermediate to advanced Excel skills.
  • Knowledge of SSAS, HMIS, CHAMP, Looker preferred.
  • Experience working with homeless service providers or other social service providers preferred.
  • Experience with communicating directly with internal and external stakeholders.
  • Ability to develop, maintain, and tune complex stored procedures, queries, views, user-defined functions, cursors, and common table expressions.
  • Performance tuning and query optimization knowledge.
  • Experience with code testing best practices/methodologies.
  • Experience working with version control systems (e.g., Git).
  • Knowledge of data-modeling, data warehousing concepts, and methodologies.
  • Knowledge of SQL Server database administration.
  • Ability to see projects through from start to finish.
  • Ability to troubleshoot and problem solve.
  • Familiarity with Agile development preferred.

Training & Experience

  • BA/BS in data science, business administration, or related field is strongly preferred; however, an equivalent combination of applicable training and experience will be considered.
  • Master’s degree in Public Policy, Social Work, Business Administration, or related field preferred.
  • Proven professional experience and educational background.

AFLAC Supplemental Insurance

LAHSA offers this voluntary supplemental insurance to all full-time employees. Plan options include personal accident, personal cancer indemnity, personal short-term disability, and personal life insurance plans. Most premiums are pre-taxed and paid 100% by the employee through automatic bi-monthly payroll deductions.


ADP Flexible Spending Accounts

LAHSA offers employees this voluntary flexible spending account plan through ADP Workforce. Employees may elect to participate in dependent care or health care expense accounts. All premiums are pre-taxed and paid 100% by the employee through automatic bi-monthly payroll deductions.


Life Insurance

LAHSA pays 100% of the premium for $50,000 basic life insurance coverage through ADP.


Voluntary Group Life Insurance

LAHSA offers employees this voluntary group life insurance through Lincoln Financial. Employees may elect to participate in dependent care or health care expense accounts. All premiums are pre-taxed and paid 100% by the employee through automatic bi-monthly payroll deductions.


Long Term Disability

LAHSA pays 100% of the premium for long term disability coverage through ADP.


Public Service Loan Forgiveness (PSLF) Program Eligibility

LAHSA is considered a government employer for the PSLF Program.


Pension Plan

LAHSA provides a 401A pension plan through Lincoln Financial. After 6 months of employment, employees are eligible for contributions of 5% of the employee’s salary with a qualification date of 500 hours or 6 months after the date of hire.


Deferred Compensation Plan

LAHSA provides a 457 Deferred Compensation plan through Lincoln Financial. Employees may elect to defer up to IRS maximum limit per year of their earned salary for income tax purposes.


Time Off Administrative Leave

Executive Director, chiefs, and directors receive five (5) days of admin leave each calendar year in addition to the time-off below.


Vacation

Vacation is earned according to each month of service commencing with the employee’s initial date of hire.

  • Less than five (5) years of employment, eighty (80) hours per year.
  • Five (5) to ten (10) years of employment, one hundred twenty (120) hours per year.
  • More than ten (10) years of employment, the one hundred twenty (120) hour total shall be supplemented by one (1) workday of paid leave for each twelve (12) months greater than one hundred twenty (120) months of employment. This vacation accrual is capped at twenty (20) workdays per year.

Maximum accrual of vacation leave is 200 hours.


Sick Leave

Full-time employees accrue sick leave at a rate of 12 days per year. Maximum accrual of sick leave is 160 hours.
