Introduction

The Department of Information Technology (DoIT) leads the State in the creation and implementation of information technology solutions that improve IT infrastructure and government services and keep Maryland current within IT industry trends.

LOCATION OF POSITION : Department of Information Technology (DoIT), 100 Community Place, Crownsville, MD 21032

Main Purpose of Job : Cloud Lead Engineer is responsible for guiding clients through their cloud transformation journeys by designing distributed solutions using cloud-native platforms. This includes leading design discussions; architecting and building solutions; assisting cloud engineers with implementation/migration paths; conducting value proposition with customers to see the benefits and capabilities of Cloud as an opportunity for business enablement, cost savings, and opportunities to modernize their environment. Cloud Lead will assist clients in improving their agility and resilience and identify opportunities to reduce IT operational spend through automation, reserved or spot instances. Cloud lead will accelerate clients towards a technology-driven future, leveraging vendor solutions and tools.

Secondary responsibilities include:

  1. Assisting in the creation of work orders; FinOPs, helping agencies with cloud financial forecasting, monitoring, reporting, optimization, and allocation;
  2. Cloud Governance, adhering to criteria and policies involved in the planning, architecture, acquisition, deployment, operation, and management of a cloud computing capability;
  3. Migrations, following defined AWS migration strategy, methodology, and developing and sharing migration best practices;
  4. Operation support, which includes maintenance, monitoring, and incident management of the cloud platform.

POSITION DUTIES

  1. Creating a Cloud Product - implementation of cloud-based solutions; this entails working with stakeholders to understand their business needs, picking the right cloud technologies, and designing solutions supporting agencies' objectives.
  2. Carrying Out Disaster Recovery - Developing and implementing backup and recovery plans; execute procedures for regaining data and services to minimize disruptions and loss of information in the case of an infrastructure failure.
  3. Modifying and Improving Existing Systems - regularly assess the performance, security, and scalability of existing cloud systems and identify areas for enhancement.
  4. Plan, design and implement security services with cloud enablement (Control Tower, Landing Zone, Logs (SEIM) and Audits), NIST, Center for Internet Security 1 & 2.
  5. Project Work: perform cloud security risk assessments and remediation recommendations; develop test plans, implementation plans, and project timelines for various projects; Manage and work closely with technology vendors.
  6. Enhance our cloud capability by creating and implementing cloud application patterns.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience designing and implementing complex data communications or telecommunications networks.

Notes:

  1. Candidates may substitute a bachelor’s degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field of study to include coursework in database management systems for up to four years of the required experience.
  2. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience.
  3. Candidates may substitute the U.S. Armed Forces military service experience in Database Administration classifications or Database Administration specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to candidates who have one or more of the following skillsets or experience:

  1. Five (5) years of experience as a Cloud Lead Engineer with strong knowledge of cloud architecture patterns, scripting knowledge, and proven experience in designing, implementing, migrating and maintaining multi-cloud solutions.
  2. Four (4) years’ experience with microservices like Function as a Service, Containers, and managed databases.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone. Applicants for this classification may handle sensitive data. This will require a full scope background investigation prior to appointment. A criminal conviction may be grounds for rejection of the applicant. Employees may occasionally be required to travel to field locations and must have access to an automobile in the event a state vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.
