Civil Engineer I
Major Function and Purpose: Performs professional level engineering work including design, construction, and project management for municipal projects; defining project scopes, cost estimates, design calculations, plans and specifications; and managing consultant contracts and consultant designs for municipal projects.
Pay Range (2024) : $46.30 - $53.71/hour ($96,304 - $111,716 annually)
Benefits include medical, dental, vision, and life insurance. HRA VEBA account may also be provided. Retirement benefits include a choice between PERS 2 or 3 and optional Deferred Compensation. The City recognizes 11 paid holidays and provides 2 personal holidays annually. Vacation leave is accrued at 0.0385 hours per straight time hour paid in the first 2 years of employment, with increases thereafter. Employees earn 0.0462 hours of sick leave per regular straight-time hour paid.

Civil Engineer II
Major Function and Purpose: Performs professional engineering work for public facilities and permitting of private development. Municipal systems include roadways, utilities (stormwater, water, sanitary sewer), and City buildings and parks.
Pay Range (2024 ): $48.97 - $56.78/hour ($101,857 - $118,102 annually)
Benefits include medical, dental, vision, and life insurance. HRA VEBA account may also be provided. Retirement benefits include a choice between PERS 2 or 3 and optional Deferred Compensation. The City recognizes 11 paid holidays and provides 2 personal holidays annually. Vacation leave is accrued at 0.0769 hours per straight time hour paid in the first 2 years of employment, with increases thereafter. Employees earn 0.0462 hours of sick leave per regular straight-time hour paid.

Job Duties and Responsibilities

Accordingly, individuals occupying this position will be required to follow any job-related instructions, tasks, or other duties as assigned by the Director or designee, and must be able to proficiently perform all assigned duties.
Civil Engineer I:
  • Prepare plans, specifications, cost estimates, and bid documents for City utility and street projects from conceptual design through construction under the direct supervision of a Professional Engineer.
  • Perform CAD drafting to assist with development, design, and construction of public work projects and other related drafting tasks.
  • Utilize and support GIS and asset management systems.
  • Prepare a variety of technical reports.
  • Provide technical assistance to Operations and Maintenance for the City's stormwater, sanitary sewer, and water system.
  • Perform site development plan reviews to ensure compliance with City codes, ordinances, and general engineering practices.
  • Address questions and inquiries from the general public, developers, contractors, engineering professionals, and City staff regarding engineering and development projects and ensure appropriate information is provided and problems are resolved.
  • Assist with the management of assigned City improvement projects in design and construction.
  • Coordinate with consultants, utility providers, other agencies, adjoining property owners, and other stakeholders.
  • Assist with the administration of projects during construction; maintain project records, documentation, and contracts; prepare payment requests; monitor project expenditures and maintain budgeted parameters.
  • Assist with project compliance with regulations, permits, and federal/ state grant program requirements.
  • Produce correspondence between the City, contractors, consultants, agencies, and the general public regarding project matters such as change orders, rights-of-way and claims for damage.
Civil Engineer II:
  • Review private development projects.
  • Maintaining planning and asset management for the improvement and preservation of municipal systems, project definition, and design.
  • Utilize and support GIS and asset management systems.
  • Procure consulting services and contracting work.
  • Conduct traffic and stormwater investigations and similar work related to operations.
  • Address questions and inquiries from the general public, developers, contractors, engineering professionals, and City staff regarding City and development projects and other work.
  • Prepare plans, specifications, cost estimates, and bid documents for City utility and street projects from conceptual design through construction.
  • Manage assigned City improvement projects in design and construction, inspection, agreements and contracts, and project records and documentation.
  • Prepare payment requests, monitor project expenditures, and maintain budgeted parameters.
  • Perform CAD drafting to assist with development, design, and construction of Public Work projects and other related drafting tasks.
  • Provide technical assistance to Operations and Maintenance for the City's transportation, storm water, sanitary sewer, and water system.
  • Evaluate the condition of Public Works facilities and devise solutions to problems.
  • Provide technical assistance to other divisions, department and City staff regarding assigned engineering issues and problems.
  • Prepare, review, and interpret engineering plans, drawings, specifications, contract documents, and engineering reports for conformance to professional standards, contract obligations and approved budget.
  • Coordinate with consultants, utility providers, other agencies, adjoining property owners, and other stake holders.
  • Evaluate site development plan reviews to assure compliance with City codes, ordinances, and general engineering practices.
  • Certify designs for project plans and specification and technical memorandums or reports.
  • Prepare a variety of technical reports and present written and oral recommendations.
  • Oversee the preparation of technical designs by other engineers as needed.
  • Produce correspondence between the City, contractors, consultants, agencies, and the general public regarding project matters such as change orders, rights of way and claims for damage, and progress pay estimates and reimbursement requests.
  • Assist the Assistant City Engineer, City Engineer, and other personnel in the preparation of Transportation Improvement Plans, Utility Improvement Plans, and Capital Improvement Programs, including initial project planning and establishing schedules and budgets.
  • Comprehend, interpret, explain, and apply applicable federal, state, and local policies, laws, and regulations.

Civil Engineer I
Minimum Requirements: Bachelor's Degree in Civil Engineering from an ABET accredited university and Engineer in Training (EIT) Certification are required. Valid driver's license required upon hire.
Civil Engineer II
Minimum Requirements: Bachelor's Degree in Civil Engineering from an ABET accredited university and a Washington State Civil Professional Engineering License are required. Valid driver's license required upon hire.
Any combination of experience and training that provides the desired skills, knowledge and abilities may be considered.

Medical Insurance : Employees have a choice between four medical plans for themselves and eligible dependents: Association of Washington Cities (AWC) HealthFirst 250 (Regence), Regence High Deductible Plan, Kaiser Permanente $20 copay/200 deductible plan, or Kaiser Permanente High Deductible Plan. Employees pay 10% of the cost of the monthly premium on the HealthFirst 250 or Kaiser 20/200 plans. The City pays the full cost of the high deductible plan options. Rates are available upon request. Medical insurance is effective the first of the month following date of hire provided at least 40 hours were worked in the month of hire.
Dental Insurance : Dental insurance for the employee and eligible family members is provided through the Association of Washington Cities (AWC) Delta Dental Plan A. The City pays 100% of dental insurance premiums. Dental benefits are effective the first of the month following date of hire provided at least 40 hours were worked in the month of hire. An orthodontia plan providing a $1,000 benefit for enrolled dependents is also provided for by the City.
Vision Insurance : Vision insurance for the employee and eligible family members is provided through the Association of Washington Cities (AWC) Vision Services Plan (VSP). The City pays 100% of vision insurance premiums. Vision benefits are effective the first of the month following date of hire provided at least 40 hours are worked in the month of hire.
Life Insurance : The City provides a $50,000 life insurance and $50,000 accidental death and dismemberment policy for the employee.
HRA : The City of Port Orchard may pay into an HRA VEBA account, depending upon the insurance plan selected and the number of family members insured. The account is available to use for qualified health care expenses of the employee and eligible dependents while employed and upon separation of employment. Some departments have elected to make an additional monthly contribution. All employees in those departments must participate.
Vacation Leave: Full-time employees earn 160 hours each year. In addition, starting at the 4th year, the earned rate shall increase. Maximum vacation accrual for FLSA exempt employees is 304. Only 320 may be carried over from year to year, and only 240 may be cashed out upon separation of employment.
Sick Leave : Employees earn 8 hours of sick leave for each calendar month of employment up to a maximum accrual of 960 hours.
Holidays : The City of Port Orchard recognizes 11 holidays and provides for two personal holidays.
Retirement : The City of Port Orchard is a participant in the Washington State Retirement System. New employees may choose between PERS Plan 2 and PERS Plan 3.
  • Plan 2 provides a defined benefit. Currently employees contribute 6.36% of their pay to the retirement plan. Employees are vested after 60 qualifying months.
  • Plan 3 provides a combination defined benefit and defined contribution benefit. Employees choosing Plan 3 elect to contribute between 5 and 15% of their pay. Employees generally vest in the defined benefit portion after 120 qualifying months.
Commissioned law enforcement officers participate in LEOFF Plan 2 through the State of Washington.
Deferred Compensation Plan : The City participates in the Washington State Deferred Compensation Program (457 plan) or DCP. DCP allows employees to defer a portion of their paycheck for investment for retirement similar to a 401(k).
Working Hours : Regular work hours are Monday-Friday 8:00 a.m. to 4:30 p.m. Evening, weekend and overtime work may be required.
Probation : New employees serve a 12-month probationary period.
Social Security : The City of Port Orchard participates in Social Security.
Direct Payroll Deposit : The City of Port Orchard requires paychecks to be directly deposited into a bank account of your choosing.
