About the Position:

The Emerging Electronic Warfare Technology Branch conducts 6.2 research S&T to research advanced multi-spectral Electronic Warfare (EW) technologies and algorithms to enable Army operations in the future threat environment. Conducts threat intelligence driven development for the application of broad technology domains to the mission of threat detection and defeat to provide maximum flexibility for mission commanders to enhance combat effectiveness and survivability. Looking to fill technical project lead position to perform duties ranging from engineering analysis conducted in laboratory settings to executing highly technical research and development projects. Below lists the general duties of the position and types of technologies the project can be involved in. U.S. Citizenship is required.


Duties:

  • Serves as engineer performing applied research, systems engineering, data analysis, and prototyping to support the development of Electronic Warfare (EW) capabilities for Army Aviation and Ground survivability. Capabilities can also enable other missions such as targeting of threats and degrading threat operations.
  • Performs work in the Radio Frequency (RF) and/or electro-optical infrared (EO/IR) EW domain with a focus on the development of enabling technologies for coordinated and autonomous unmanned team of air/ground platforms. This includes development of algorithms for multi-agent EW decision making, distributed threat detection, geolocation, countermeasure techniques, and adaptive EW processing. Involves analysis through model and simulation and experimentation in both lab and field environments. Involves use of machine learning to optimize EW technologies.
  • Performs work in the EW domain with a focus on development RF and EO/IR payloads to detect and countermeasure adversary systems. Work with DoD industry on payloads targeted for manned and unmanned vehicles. Includes multifunction and multi-spectral RF and EO/IR sensors for survivability in tactical Army missions. Support experimentation of payload performance in both lab and field environments.
  • Work with a multidisciplinary team to develop concepts, technical requirements, manage system design and development sometimes done in conjunction with industry, and evaluate performance through experimentation to address challenging S&T goals
  • Perform technical project lead duties to design and execute S&T projects. This involves managing performance, budget, cost, and schedule along with providing technical contributions to the team.
  • Conducts studies and analyses of scientific/engineering data through modeling and simulation, lab experiments, and field demonstrations to determine the feasibility of advanced concepts
  • Generate technical reports and data products to summarize key findings, analysis results, and technology trends that informs next steps for technology development
  • Demonstrate ability to learn new technologies such as RF sensor electronics, antennas, signal processing/waveform modulation, radar, EO/IR sensors, modeling, techniques, multi-agent decision making, machine learning, and general systems engineering principles and processes


Specialized Experience/Evaluation Criteria:

One year of experience equivalent to the DB-02 pay band (GS-11 grade level or higher equivalency) in the Federal Service which includes experience in 1) performing engineering lifecycle activities or research/development to facilitate the procurement of products, goods and/or services needed to meet program/project requirements; 2) analyzing engineering/scientific data for use in program/project improvement and/or troubleshooting; and 3) leading/participating on an engineering/scientific program or project; and 4) Technical design and development and/or technical support to customers in efforts related to technologies including, but not limited to, Aircraft Survivability Equipment (ASE), Electronic Warfare, EO/IR sensors from Ultraviolet (UV) through Long Wave Infrared (LWIR), RF sensors, multifunction RF, radar, algorithms, signal processing, and/or machine learning.

Temporary Duty (TDY)

This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Testing Designated Position (TDP)/Drug Testing

This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program). Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.


Top Secret Clearance with Sensitive Compartmented Information

This position is a TOP SECRET WITH SCI position. It is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI), or the incumbent must be able to obtain and maintain a TS/SCI security clearance/access. A Single Scope Background Investigation is required for TS/SCI access and must be completed prior to hiring and periodically thereafter.


Practitioner (Formerly Level II):

This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements Engineering Technical Management (ETM) within 60 months as of entrance on duty.


There is a positive education requirement with this position, requiring proof of education for eligibility. If the selectee is not already in the 0800 or 1500 series transcripts MUST be submitted prior to the action becoming effective.
