Regular, Full-Time, RCUH Non-Civil Service position with the Social Science Research Institute (SSRI), Telecommunication and Social Informatics (TASI) Research Program, located at the University of Hawai‘i (UH) in Honolulu, Hawai‘i. Telework may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY RANGE: $6,000 - $9,000/Mon.

DUTIES:

  • Leads other Data Engineers and trains staff.
  • Develops and implements programs and code to apply business rules; Extract, Transform, Load (ETL) processes; and enhancements to data.
  • Identifies causes and reasons behind data discrepancies and changes to data trends and conducts data quality improvement and data quality assurance processes with subject matter experts, data submitters, stakeholders, and other team members.
  • Provides team with technical guidance in developing and implementing data quality checks on received data.
  • Develops processes to identify, communicate, and resolve data anomalies and errors.
  • Oversees and manages the master-person matching algorithm development and operationalization.
  • Provides guidance with conducting plans and implementing data source integration.
  • Prepares grants, project proposals, specifications, requirements, and other documentation for Health Information Technology (HIT) and/or healthcare analytics projects.
  • Performs data analysis and data modeling, analyzes the results, develops data products including but not limited to visualizations, dashboards, and reports relating to topical and policy interests of partners and stakeholders.
  • Presents findings through reports, studies, graphics, web dashboards and/or data portals, and journals or other publications.

PRIMARY QUALIFICATIONS:

EDUCATION:

Master’s Degree from an accredited college or university in Computer Science, Engineering, Physics, Math, Statistics, Social Science, Management Information Systems, Information Technology, Public Health, or other related field. (Bachelor’s Degree from an accredited four (4) year college or university and two (2) years of relevant work experience may substitute for a Master’s Degree.)

EXPERIENCE:

At least five (5) years of work experience with data management tools, Database Management System (DBMS) software, and programming; documenting and rectifying data quality issues; writing ETL pipelines; database administration; database design. Experience must include at least two (2) years of experience in working with healthcare data; working in an implemented software development life cycle environment; grant writing, project management or evaluation; and working with large healthcare datasets. (PhD from an accredited college or university in Computer Science, Engineering, Physics, Math, Statistics, Social Science, Information Technology, Public Health, or related field may substitute for two (2) years of experience.)

KNOWLEDGE:

Advanced knowledge of research methods and statistical or analytical techniques. Knowledge of database management systems, and open database connection (ODC). Knowledge of database administration procedures. Knowledge of programming structure and conventions. Knowledge of cybersecurity practices. Knowledge of server software and virtualization. Knowledge of healthcare claims data and healthcare coding structures. Knowledge of research design, methodologies, analysis, and reporting. Knowledge of database design principals. Good working knowledge of systems development lifecycle methodologies. Basic knowledge of 835, 837 i/p/d EDI ANSI X.12, pharmacy claims data structures and data fields. Understanding of principles and practices in information systems planning, organizing, prioritizing, and evaluating programs/projects. Advanced knowledge of healthcare operational processes. Knowledge of U.S. health systems and payer-provider relationship. Knowledge of Medicaid, Medicare, Children’s Health Insurance Programs. Basic knowledge of data resources of the federal government.

ABILITIES & SKILLS:

Ability to use computer operating systems (e.g., network, desktop, server/mainframe) and desktop software, such as Microsoft Office. Proficient in programming languages. Excellent verbal and written communication skills. Ability to write technical documentation. Ability to conceptualize health concepts with data. Ability to develop and initiate strategies for data collection and integration. Ability to use statistical packages, computer applications or programs. Ability to translate business requirements into analytics solutions and creating dimensional models. Ability to manage database management systems. Ability to plan, document, and design databases and processing workflows. Ability to effectively conduct work remotely (e.g., telework) as applicable. Must be able to pass a post offer criminal background check. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.

PHYSICAL/MEDICAL DEMANDS:

Able to lift and carry up to fifty (50) pounds unassisted to support moving equipment or supplies for the project (e.g., tables, chairs, computers, data and network equipment).

POLICY/REGULATORY REQUIREMENT:

As a condition of employment, employee will be subject to all applicable RCUH policies and procedures, and trainings and, as applicable, subject to the University of Hawai‘i's TASI/PHIDC Research Program HIPAA/PHI privacy and security policy and the HIPAA/PHI privacy and security policy of various cooperating entities/organizations. Violation of the RCUH's, the UH's, or the business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). Must complete the University of Hawai‘i's TASI/PHIDC Center Research Program HIPAA/PHI privacy and security training and the HIPAA/PHI privacy and security of various cooperating entities/organizations, training immediately after hire or not later than employee’s initial exposure to HIPAA/PHI. Must maintain a current status on the University’s and/or the business entity's training requirements.

SECONDARY QUALIFICATIONS:

High proficiency in handling enterprise systems and data. Experience with cloud computing technologies and databases (e.g., Amazon Web Services, Microsoft Azure, Google Cloud, etc.). Certificate in health informatics or analytics. Certificate in data warehousing or databases.
