The State Highway Administration's (SHA) District 1 (Wicomico County) is currently recruiting for a Project Engineer (Transportation Engineering Technician V) position. This position is open to anyone who meets the minimum and selective qualifications listed below by the closing date. This is a position specific recruitment. Nature of Work: The primary purpose of this position is to serve as a Project Engineer on large road or bridge construction projects, or a medium sized bridge or roadway project with multiple complexities. This position will be the primary source of technical knowledge for project staff, providing guidance, technical assistance, direction, and solutions to construction and/or engineering related issues. This position will also manage, direct and supervise a staff of subordinate inspectors, and will direct and monitor the complete and accurate documentation of the construction process. This position will also ensure that all files are current, and all progress estimates are accurate and review the contract drawings and documents daily for completeness and accuracy. This position will identify, resolve, or refer all discrepancies, ensure that all applicable safety regulations are adhered to by all SHA and contractor personnel and visitors to the project.
The Project Engineer will administer required conferences and meetings such as pre-paving, pre-concrete placement, erosion and sediment control, pre-structural steel setting, partnering and monthly job progress. They will also meet with property owners and business owners to discuss work progress and resolve problems that may arise during construction. This position may also function as a permit inspector, who would be responsible for issuing, inspecting and providing residential access, commercial access, lane closure, and retrofit sidewalk permits.

Qualifications
Minimum Qualifications:
Education : Graduation from a standard high school or possession of a high school equivalency certificate.
Experience : Eight (8)years of experience in technical engineering related work in the areas of design, traffic, construction, materials testing, engineering surveys, maintenance, or planning.
Selective Qualification: Four (4) years of the required experience must include highway construction project management.

Preferred Qualifications:

- Ability to prepare clear, comprehensive, and concise reports
- Knowledge of construction project practices and management
- Skilled in Microsoft Office Suite and Windows Operating Systems Applications
- Ability to plan, organize and coordinate complex or challenging activities
- Ability to effectively supervise subordinate staff
- Problem solving and decision-making abilities
- Excellent internal/external customer service skills
Notes:
1. Applicants may substitute education in a civil engineering curriculum at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience, up to a maximum of three years.
2. Applicants who possess an associate degree in either engineering, construction management or surveying or surveying technology from an accredited community college, college or university are considered to have met two years of the eight-year experience requirement.
Licenses & CertificationsCandidate must possess a motor vehicle operator's license valid in state of Maryland.
Candidates will be required to pass the following quality assurance/quality control certifications within the probationary period: Concrete; Hot Mix Asphalt; and Soils/Aggregate.
