Job Summary:

Responsible for the organization and activities relating to construction engineering, subcontracts, and engineering liaison to the design functional group. Interprets design drawings and specifications. Supervises field verification of materials. Provides technical direction to contractors in construction engineering and design functions relating to rigging engineering in an area of the project.

Major Responsibilities:

  • Provides technical input into the development of transport and rigging and lift strategies by advising construction contractors, and field engineering personnel on crane and heavy transport requirements.
  • Reviews medium and critical risk lift plans and site transport plans submitted by contractors or others, or organizes the approval for critical lift and transport studies.
  • Monitors compliance of rigging operations with approved rigging plans and applicable codes.
  • Ensures that signal persons, riggers, CPRs and crane operators are qualified/certified as required by statutory codes and Bechtel’s procedures.
  • Monitors the performance of the rigging craft.
  • Develops rigging training materials and conducts rigging training courses for supervisors and craft as required.
  • Establishes a Design/Field Engineering working relationship and lines of communication with Area Field Engineer including agreement on engineering deliverables.
  • Develops project construction procedures.
  • Plans and recommends procedures to be implemented by construction contractors to ensure construction/rigging operations are within requirements of engineering design and specifications.
  • Maintenance of construction engineering records for job history. Supervises the receiving, distribution and filing of plans and specifications.
  • Works with customer's resident engineering and operating personnel to coordinate construction/rigging activities.
  • Implements controls over variables affecting job progress to ensure engineering and procurement provide timely delivery of drawings, materials, and equipment and to ensure that other corporate programs/rigging operations are fully utilized.
  • Coordinates with the Area Field Engineer for any work related to contract administration and activities affecting the contract administration operation.

Education and Experience Requirements:

A recognized degree in an engineering or scientific discipline. Actual work experience leading to a thorough understanding of the technical knowledge described above.

Required Knowledge and Skills:

  • Extensive working knowledge of rigging planning and execution standards and requirements.
  • Extensive technical knowledge and experience in construction engineering in the use of lifting equipment, alternative heavy lifting systems, mobile gantries, jacking, tailing, rigging equipment, and load distribution systems, including an understanding of transport/transfer of equipment, soil mechanics, and structural steel design.
  • Experience in brown field work, rigging studies and execution.
  • Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration.
  • Knowledge of Indian standards and specification and codes as applicable, including various safety procedures and practices associated with the construction/rigging activities.
  • Familiar with Bechtel's Business Ethics handbook and policies.
  • Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to area of responsibility.
  • Knowledge of project-specific environmental compliance requirements.
  • Knowledge of Bechtel's 'Zero Accidents' safety program.
  • Knowledge of the use of subcontracts; knowledge of the contractor/subcontractor's responsibilities contained in subcontract documents.
  • Prior experience supervising and administering subcontractors.
