Chenega Agile Real-Time Solutions (CARS) was created with the purpose of providing integrated enterprise IT support to Federal customers both CONUS and OCONUS. CARS employs Subject Matter Experts (SMEs) with decades of experience working in the Federal marketplace.

The Enterprise Management Services (EMS) Projects and Systems Engineering Lead will be responsible for management and oversight of all projects on the EMS contract as well as leading Systems Engineering efforts to engineer, document, and streamline EMS process flows to drive continual innovation and program efficiencies.

Responsibilities

  • Creates and leads the EMS Portfolio/Program/Project Management Center of Excellence – driving discipline of strategy, execution, and communication best practices.

  • Directly responsible for working with EMS Teams to complete the buildout of the EMS SCORE Card process and create SCORE cards on the EMS program to include pricing.

  • Serves as EMS Program Projects lead ensuring projects are adequately resourced and are on time, and within budget.

  • Coordinates closely with the CARS VP of Business Services, CARS General Manager / President, and MIOS Business Units to ensure synchronization of corporate operations providing value added in direct support of company strategic goals.

  • Supports business operations in highly competitive Commercial, Federal, and or State Market segments.

  • Leads highly visible Enterprise Initiatives/Engagements

  • Provide ongoing strategic communications/updates and direction on multiple workstreams and/or portfolio(s).

  • Standardize the model for new workstream intake, charters, and roadmap documentation.

  • Develops and operates an annual technology strategic planning calendar process that is in sync with the corporate budgeting process, enabling multiple technology teams to plan together.

  • Facilitates communication and feedback on roadmap activities with stakeholders.

  • Partners with technology leaders, project managers, and teams to define vision and scope, milestones, OKRs, and other highly informational data

  • Coordinates resource and delivery planning with teams and gains commitment as needed from leadership.

  • Serves as a key interface between teams, leadership, and stakeholders.

  • Ensures timely submission of all required reports.

  • Supports the measurement and effectiveness of all processes internal and external.

  • Provide timely, accurate, and complete delegated reports on the operating condition.

  • Assists in the development, communication, and implementation of effective growth strategies and processes.

  • Motivates and leads a high-performance team; attracts, recruits, and retains required members of the team not currently in place.

  • Fosters a success-oriented, accountable environment within CARS to include developing strong internal and external relationships.

  • Represent CARS with major customers, business partners, and the public.

  • Executes programs and proposals within scope, cost, and schedule requirements in balance to the satisfaction of customers and executive management.

  • Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.

  • Responsibilities may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees.

Qualifications

  • Bachelor's degree OR

  • 15+ years of experience in any combination of the following:

  • Government Contracting

  • Program Manager

  • Systems Engineering Lead or Director

  • Active TS/SCI Clearance

Knowledge, Skills, and Abilities:

  • Ability to obtain CI Poly clearance

  • Ability to work independently and yet be effective within a team setting

  • Must be capable of managing multiple efforts with time-related constraints in a fast-paced contracting environment

  • Demonstrated ability to effectively communicate and collaborate with diverse internal and external stakeholder groups and individuals

  • Friendly presence, helpful attitude, good interpersonal skills, and ability to work well with others.

  • Excellent skills in Microsoft Word, Excel, and other Office applications

  • Proficient with Microsoft Office Applications, and experience working in a home office setting as well as the ability to train end users on frequently asked technical issues.

  • Ability to provide technical assistance and support over the phone; good phone skills, professional demeanor, and previous customer service experience strongly desired.

  • Good problem-solving skills; ability to visualize a problem/situation and think abstractly to solve it
