ASRC Federal Field Services, a Subsidiary of ASRC Federal Holding Company, is currently seeking a Project Manager/ Engineer at the Plum Island Animal Disease Research Center, located on Plum Island, NY. (1.5 nautical miles off North Fork of Long Island & 6 nautical miles off coast of Old Saybrook, CT). Marine transportation furnished by Government provided ferry.Summary:Serve as a member of the Engineering and Project Management Team providing operations and maintenance support at a research facility. Provide input, design, oversight, and support to projects assigned. Typical projects include new construction, renovations, facility modifications, and utility systems installations, maintenance, upgrades and repairs. Work is performed in support of a research laboratory and ancillary utility plants. Assist the Engineering Team in the development of solutions to facility & equipment operations. Work with engineers to prepare cost estimates & subcontract bid packages. Develop project plans from design through completion. Prepare project documentation including Job Hazard Analysis, Work, Safety, and Communication Plans, and Presentations to secure stakeholder approval. Manage projects to ensure work remains safe and on schedule and budget while adhering to appropriate biosafety integrity. Supervise and direct maintenance, trades, and subcontractor personnel assigned to projects. Ensure quality performance in the execution of various work projects. Manage project budget and schedule.Roles/Responsibilities:Evaluate operations and maintenance needs; equipment replacement requirements; cost effectiveness of programs, equipment, and procedures.Provide technical input to site maintenance and repair strategies.Monitor projects to ensure that staff members comply with administrative policies and procedures, safety rules, union contracts, and government regulations.Review and evaluate site conditions and status reports to determine problem areas and plan improvements in the allocation and utilization of personnel, materials, time, and equipment.Review project requirements and recommend new technologies and suppliers.Perform other duties as assigned.Requirements:Bachelor’s Degree in technical field. Minimum five years’ experience successfully managing projects involving the design, operations, and/or maintenance of buildings and utilities in the service industry, preferably in a biomedical, powerplants, hospital, health care, or research laboratory environment. Proficiency in organizing presentations, communicating with management and staff, problem solving, and providing excellent customer service. Verbal & written skills to allow effective communication with all levels of personnel and customer. Capability to multi-task by supporting several simultaneous assignments. Ability to use appropriate PPE (personal protective equipment) such as safety shoes, hard hats, hearing, and eye protection. Ability to climb ladders, reach overhead and lift up to 50 lbs. Ability to work in an industrial environment that may include loud noise, heat stress. Ability to work indoors and outdoors. Proficiency with Microsoft Office Tools.Preferred Qualifications: PMP Certification or equivalent experience. Knowledge of regulatory compliance with OSHA, local, state & federal policies & laws, fire & related codes. Knowledge of mechanical & electrical systems including boilers, generators, chillers, HVAC, water treatment, wastewater treatment, buildings and roofs. Experience with project management & work management processes.As a condition for employment, all personnel entering the BSL-3 biocontainment facilities at Plum Island shall not be in contact with specific susceptible animals and their premises off Plum Island for a period of five (5) days after leaving biocontainment. Currently, restricted species are cattle, sheep, goats, deer, other ruminants, and swine. Contact with horses, birds (agricultural and pet birds) and rabbits are normally permitted, but restrictions may be placed on staff working with or near contagious agents affecting these species. This position is offering a pay range of $105,000- $140,000 depending on experience, seniority, geographic locations, and other factors permitted by law.
