Description
Performs professional civil engineering work in the office and the field in connection with the design, inspection and coordination of construction sponsored/initiated projects by City departments, as well as the review and approval of site plans and work in the right-of-way.
Work involves the application of civil engineering, construction management and transportation/traffic engineering knowledge, and other related projects, including utilities operations and maintenance, storm water, water & sewer pump stations. Responsibilities include review, monitoring and/or development of traffic/transportation projects and related coordination with outside agencies. An employee in this class is responsible for recommending modifications to existing plans and projects or those in progress. Work is performed with wide latitude for the exercise of initiative, independent judgment, and application of technical knowledge and skills in accordance with general policies and procedures established by the department director.
Essential Job Functions
  • Provides engineering plans, specifications and data on scope and costs of proposed city sponsored/initiated projects;
  • Recommends, designs, inspects and assists in the coordination of field projects as requested by the department director;
  • Coordinates planning and assists in the execution of engineering projects through liaison with in-house professional and technical staff and outside contractors and agencies;
  • Makes field investigations concerning works in progress, and recommends modifications and alternative designs in accordance with sound engineering principles, for compliance with building codes or safety code requirements, and adherence to departmental policies and regulations;
  • Reviews and evaluates final working drawings of plans for internal projects as well as those prepared by outside contractors;
  • Coordinates and follows through on transportation/traffic related projects
    Serves as engineering liaison to outside agencies and consultants;
    Prepares periodic and special engineering reports as required.
    Equipment Used/Job Location:
    Operates a motor vehicle, a P.C., and instruments and materials common to the performance of engineering duties; works outdoors in varying weather conditions.
Minimum Requirements
Bachelor's degree in Civil, Industrial, Electrical, Mechanical or Environmental Engineering.
NECESSARY SPECIAL QUALIFICATIONS:
Must possess EIT Certificate;
ADDITIONAL REQUIREMENTS:
Must possess a valid Florida driver's license.
Skills
  • Thorough knowledge of the principles and practices of civil engineering, construction management and traffic/transportation engineering;
  • Thorough knowledge of the design, construction, maintenance and operation of a wide variety of public projects and facilities;
  • Good knowledge of state laws and municipal regulatory codes pertinent to design and construction of public facilities;
  • Good knowledge of approved standards of safety as related to structural designs and specifications;
  • Skill in the use of civil engineering instruments and equipment;
  • Ability to coordinate and review the work of other professional engineering and technical staff and outside contractors in an ethical manner and in a manner conducive to full performance;
  • Ability to design difficult engineering projects;
  • Ability to make engineering cost estimates, computations, and recommendations on engineering problems;
  • Ability to read and interpret blueprints and architectural drawings;
  • Ability to prepare technical reports in connection with public projects;
  • Ability to express ideas clearly and concisely, orally and in writing.
