The City of La Habra is accepting applications for a highly motivated individual for the position of Associate Civil Engineer with strong leadership qualities that will foster teamwork and create a positive work environment to work in the Engineering Division of the Public Works Department. The Associate Civil Engineer is an exempt position which reports to the Deputy Director of Public Works/City Engineer.

ABOUT THE DEPARTMENT:
The Department of Public Works is responsible for developing and maintaining the City's infrastructure, which encompasses many areas. The Department has seven Divisions which include Administration, Fleet Maintenance, Parks and Trees, Refuse, Street Maintenance, Water/Sewer and Engineering. The Director of Public Works oversees these Divisions and the Department's 53 employees. The mission of the Public Works Department is to ensure that city facilities, equipment and public areas are properly maintained and to provide outstanding customer service for the citizens and visitors of La Habra.
ABOUT THE DIVISION:
The Engineering Division is comprised of the following three Sections: Engineering, Traffic, and National Pollution Discharge Elimination System (NPDES). The Division is responsible for the design and construction and/or reconstruction of water facilities, sewer lines, storm drain improvements, streets, alleys, traffic signals, traffic striping, park projects, civic buildings and median island improvements. The Division is also responsible to manage the current NPDES stormwater permit from the State of California and maintains traffic signals, traffic calming devices, traffic signs and traffic striping.
ABOUT THE POSITION/DEFINITION:
Under general supervision, performs professional engineering duties in support of the City's engineering services, programs, and activities including planning, designing, project management, construction management, and implementing various complex capital improvement projects such as streets, storm drains, water, sewer, traffic and transportation projects; assist with the completion of the City's multi-year Capital Improvement Program; to supervise projects and other department personnel as assigned; reviews plans, designs, and specifications and recommends changes for compliance; ensures project completion in a timely and cost effective manner; evaluates projects and provide solutions to ensure compliance with applicable criteria, regulations, and codes; coordinate grant funding submittals and reporting, apply for Federal, State and other local grants and responds to questions and inquiries from the general public, property owners, developers, architects, surveyors, contractors, and City staff; performs other related duties as assigned.
Examples of Duties
(Duties may include, but are not limited to the following):
  • Performs professional engineering work as related to the design, construction, inspection, and maintenance of public infrastructure facilities and traffic signals.
  • Prepares reports, organizes and leads Traffic Committee.
  • Prepares reports, organizes and leads the Neighborhood Traffic Management Program.
  • Plans and prepares work schedules and project assignments.
  • Checks designs submitted by consulting engineers, street surveying and mapping, traffic engineering, procurement of rights-of-way, easements, and other properties, and inspections of construction projects.
  • Supervises, evaluates and provides lead supervision to professional and technical engineering staff.
  • Assigns daily work and monitors work progress.
  • Evaluates work and provides training and technical assistance.
  • Reviews plans, specifications, estimates, and contract documents for street, water, sewer, storm drain, traffic, bridge and other projects.
  • Directs the maintenance of records, assessment roles, field notes, reports, maps, plots, deeds, bench marks, monuments, and similar engineering information records.
  • Reviews final subdivision maps and improvement plans.
  • Confers with subdividers, contractors, utility companies and engineers on matters relating to subdivision and public works design and construction, providing engineering information and advice.
  • Resolves citizens' inquiries and complaints.
  • Reviews and checks the work of engineering consultants engaged by the City.
  • Prepares requests for proposals and contracts for consulting services
  • Reviews proposed development projects.
  • Performs plan reviews of developer or consultant submitted street lighting plans, signing and striping plans, and construction traffic control plans.
  • Assigns, reviews, and participates in the design, preparation, and checking of signing and striping plans, construction traffic control plans and street lighting plans.
  • Performs reviews of development projects for National Pollutant Discharge Elimination System (NPDES) requirements.
  • Assists in the preparation of the annual budget estimates and directs activities and programs in accordance with the approved budget.
  • Develops, monitors and updates project schedules.
  • Prepares and administers professional engineering and professional service contracts.
  • Prepares and presents reports and agenda items for City Council and City Commissions.
  • Participates as member of interdepartmental and intradepartmental teams and committees as required.
  • Performs development reviews of building and planning submittals.
  • Participates in design review committee meetings, providing expertise in civil engineering issues related to development submittals.
  • Performs related duties as required.

Supplemental Information
EDUCATION AND EXPERIENCE:
Graduation from an accredited college or university with a Bachelor's degree in civil engineering; registration in the Sate of California as a Professional Engineer, and three years of progressively responsible professional civil engineering experience, or equivalent combination of education and experience providing the qualifying knowledge, skills and abilities.
LICENSE AND CERTIFICATION REQUIREMENTS:
Must possess and maintain a valid California Class C driver's license. Registration in the State of California as a Professional Engineer is also required.

WORK ENVIRONMENT:
The employee typically works in both office and field settings. Within the office, the noise level is frequently quiet or moderately quiet. In the field, the employee is occasionally exposed to loud construction machinery noise at job sites. Frequent driving is required to perform field inspections of land use development, construction sites, and public facilities and the employee is subject to variable traffic and variable weather conditions.
SPECIAL CONDITIONS
PUBLIC EMPLOYEE DISASTER SERVICE WORKER: In accordance with Government Code Section 3100, all La Habra city employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster.

MEDICAL INSURANCE:
Several CalPERS health plans are available. The City pays a flat rate portion of the premium according to the bargaining unit agreement.
DENTAL INSURANCE:
Two (2) plans are available. The City pays a flat rate portion of the premium according to the bargaining unit agreement.
VISION INSURANCE:
The City pays a flat rate portion of the premium. The Employee may pay a portion of the insurance premium according to the bargaining unit agreement and this benefit is voluntary.
LIFE INSURANCE:
The City requires all employees to carry a minimum amount of life insurance according to the bargaining unit agreement.
RETIREMENT:
CalPERS 2% @ 60 with a 8% employee contribution (classic); new members 2% @ 62 with a 50% of the normal cost plus 1% cost sharing (PEPRA). The City of La Habra does not participate in Social Security.
RETIREMENT HEALTH SAVINGS (RHS):
Employee contributes $25 per pay period to a Retirement Health Savings (RHS) account.
DEFERRED COMPENSATION:
The City offers MissionSquare Retirement as its deferred compensation administrator. The City will provide a Deferred Compensation plan match of $50 per pay period to those management and executive management employees who contribute at least $50 or more per pay period as an employee contribution.
VACATION:
Earned at the rate of ten (10) working days per year for the first four (4) years of service. Additional vacation may be earned by employees after five (5) years of service.
SICK LEAVE:
Accumulated on the basis of eight (8) hours per month.
HOLIDAYS:
An average of eleven (11) holidays per year, plus one (1) floating holiday for certain bargaining groups.
EMPLOYEE GYM:
The City offers an in-house gym at City hall to support employees health and wellness.
