Job Requirements / Description

Performs work as a journey level carpenter, plumber, and electrician in the maintenance and repair of City buildings and systems, performs maintenance engineer work including all HVAC systems, boilers and related equipment; and does related work as required.

  • Performs journey-level repairs to electrical, plumbing and related systems;
  • Repairs or supervises HVAC, boiler and air conditioning repairs;
  • Monitors HVAC system and HVAC equipment system controls, assists with repairs, and ensures cost-effective operation of such systems;
  • Repairs sinks, toilets, urinals, and minor plumbing problems;
  • Assists in complex electrical, plumbing and related systems repairs;
  • Assists with boiler and air conditioning repairs;
  • Makes minor journey level electrical repairs;
  • Repairs light fixtures and replaces light bulbs and ballasts;
  • Builds forms for pouring concrete;
  • Implements preventive maintenance program(s) for City facilities;
  • Assists in the routine maintenance and preventive maintenance of City owned equipment or facilities in compliance with all regulations and manufacturer recommendations;
  • Hangs drywall, paints, repairs masonry and completes related building trades work;
  • Removes and constructs partitions, cuts doorways and hangs doors;
  • Operates woodworking machinery to perform skilled carpentry work;
  • Makes and repairs bookcases, desks, tables and other office furniture;
  • Repairs doors and locks;
  • Makes and repairs window frames and replaces window glass and cords;
  • Repairs fences and walkways;
  • Assists in office moves and relocations;
  • As directed by the Facilities Maintenance Supervisor, may work with outside contractors engaged in large or complex repair projects and inspects their work in process and upon completion;
  • Provides oversight of assigned tasks of assigned staff members;
  • Maintains accurate records and systems to implement and monitor City facilities repairs and preventive maintenance activities;
  • Performs other related job duties as assigned.

Education and Experience

High School Diploma or an acceptable equivalency diploma (GED); and three (3) years of experience in the operation, maintenance, and repair of boilers, air conditioning equipment, such as roof tops, split systems and air handlers; must have some experience in the operation, maintenance and repair of HVAC controls, such as VAV boxes, valves, and related operating systems; and experience in the operation, maintenance and repair of commercial buildings systems, such as electrical, plumbing and other building systems.

Special Qualifications:

Must have First Grade or higher Stationary Engineer’s License or Journey HVACR license.

Consent to chemical substance screening consistent with mandated federal, state and city guidelines and programs.

Knowledge, Skills and Abilities:

  • Knowledge of the common practices, tools, terminology and accident prevention precautions of the carpentry, plumbing and electrical trade;
  • Ability to work with computer systems and routine office machinery and software;
  • Ability to work from plans and specifications and to follow rough sketches and oral instructions;
  • Ability to estimate time and materials needed;
  • Ability to operate common woodworking machinery;
  • Ability to use hand tools related to plumbing and electrical repairs;
  • Ability to build effective working relationships, with strong customer service skills;
  • Ability to operate small office equipment, including copy machines or multi-line telephone systems;
  • Ability to operate computers for data entry, word processing and/or accounting purposes;
  • Ability to establish policies for using, acquiring, and/or maintaining heavy or complex machinery;
  • Ability to operate and repair small/light equipment, such as power tools;
  • Ability to operate and repair medium equipment and machinery;
  • Ability to operate and repair heavy or complex machinery, such as HVAC systems, construction equipment, or water plants.

The work is very heavy work, which requires exerting in excess of 100 pounds of force occasionally and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required:

  • Balancing ability: sufficient to maintain body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces.
  • Climbing ability: sufficient to ascend or descend ladders, stairs, scaffolding, ramps, poles and the like.
  • Crawling ability: sufficient to move about on hands and knees or hands and feet.
  • Crouching ability: sufficient to bend the body downward and forward by bending leg and spine.
  • Feeling ability: sufficient to perceive attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
  • Fingering ability: sufficient to pick, pinch, type, or otherwise work, primarily with fingers rather than with the whole hand as in handling.
  • Grasping ability: sufficient to apply pressure to an object with the fingers and palm.
  • Handling ability: sufficient to pick, hold, or otherwise work, primarily with the whole hand.
  • Hearing ability: sufficient to perceive the nature of sounds at normal speaking levels with or without correction.
  • Kneeling ability: sufficient to bend legs at knee to come to a rest on knee or knees.
  • Lifting ability: sufficient to raise objects from a lower to a higher position or moving objects horizontally from position-to-position.
  • Mental Acuity: sufficient to make rational decisions through sound logic and deductive processes.
  • Pulling ability: sufficient to use upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
  • Pushing ability: sufficient to use upper extremities to press against something with steady force in order to thrust forward, downward or outward.
  • Reaching ability: sufficient to extend hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking ability: sufficient to express or exchange ideas by means of the spoken word.
  • Standing ability: Particularly for sustained periods of time.
  • Stooping ability: sufficient to bend body downward and forward by bending spine at the waist.
  • Visual ability: sufficient to perform finished carpenter, cabinetmaker skilled tasks, to observe unsafe conditions of buildings, to read and write reports, correspondence, instructions, etc.
  • Walking ability: sufficient to move about on foot to accomplish tasks.

WORKING CONDITIONS

Work is performed in an environment where the employee must deal with crisis situations that require major decisions involving people, resources, and property.
