Under direction of the Public Works Director/City Engineer and Deputy City Engineer, the Senior Civil Engineer provides lead supervision to assigned staff, leads, oversees and participates in the conduct of complex engineering projects, including research, design and review for a variety of public works and utility capital improvements, construction development, and/or maintenance programs; performs a variety of technical tasks relative to assigned areas of responsibility; and performs related duties as assigned.

Essential Tasks

  • Responsible for project management of complex capital improvement projects, including the selection and supervision of consultants and the preparation of plans, specifications and estimates, and coordination and documentation of City projects with other agencies such as Caltrans, Metro, utility companies, and other state and federal agencies.
  • Prepares conditions of approval for complex land development entitlement applications, including meeting with and resolving project issues with applicants. Represents the department for case responsibilities at Planning Commission meetings. Reviews and processes related private development subdivision maps, street improvement plans, hydrology studies, geotechnical studies, striping and signing plans, signal plans, sewer plans, and storm drain plans for accuracy, completeness, and conformity to standards and specifications.
  • Supervises, trains and evaluates inspection and professional staff who prepare and review plans, specifications, estimates, reports and construction related to capital improvement projects and private development.
  • Analyses current conditions to identify and recommend long-range capital improvement needs for public infrastructure.
  • Provides oral and written reports and presentations to City Council and citizen groups. Provides technical support to local groups and assists the City Engineer with his/her duties as necessary.
  • Trains assigned employees in their areas of work including complex civil engineering and public works construction methods, procedures and techniques.
  • Reviews and approves construction plans prepared by private consultants. Serves as staff to Planning Commission and various committees.

Minimum Knowledge, Skill and Ability

Knowledge of:
  • Principles, practices, and methods of civil engineering as applied to planning, designing, and construction of highways, bridges, and various public works facilities;
  • City, County, State and Federal requirements relating to municipal engineering;
  • Structural engineering and surveying;
  • Principles of supervision, management and multi-project management and scheduling.
Skill and Ability to:
  • Direct and supervise the work of engineers engaged in responsible engineering work;
  • Interpret, explain and enforce department policies and procedures;
  • Work independently in the absence of supervision;
  • Prepare work breakdown structures, budgets and work schedules and identify resource needs for multiple projects; Monitor progress of multiple projects to ensure timely completion within budget;
  • Establish and maintain working relationships with contractors, public officials, fellow employees, and the general public;
  • Evaluate information and exercise sound judgment in making decisions;
  • Communicate effectively verbally and in writing.

Training and Experience

Any combination equivalent to training and experience that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be a Bachelor's degree in civil engineering or a related field and three years of professional civil engineering experience, at least two years of which have been at an Assistant City Engineer level.

Licenses and Certificates

Possession of a valid California driver's license and State of California Civil Engineering registration.

Physical Requirements and Working Conditions

  • Requires vision (which may be corrected) to read small print.
  • Requires the mobility to stand, stoop, reach and bend. Requires mobility of arms to reach and dexterity of hands to grasp and manipulate small objects.
  • Requires the ability to stand for long periods.
  • Requires the ability to walk long distances.
  • Performs lifting, pushing and/or pulling which does not exceed 50 pounds and is an infrequent aspect of the job.
  • Subject to inside and outside environmental conditions.
  • May be required to use personal vehicle in the course of employment.
  • May be required to attend periodic evening meetings and/or to travel within and out of City boundaries to attend meetings.
  • May be required to work evenings or weekends.
