This position is located at the RTS Operations Center in Huntsville, Alabama.

Essential Functions

  • Responsible for managing Improvements and Modernization efforts for the Reagan Test Site (RTS) instrumentation systems in a research and development environment.
  • Define, document, and implement RTS Instrumentation Operations and Maintenance (O&M), and Improvement and Modernization (I&M) plans, which includes collecting pertinent systems performance metrics and performing analysis to prospectively anticipate future system failures and define actions necessary to pre-empt failures.
  • Serve as the Engineering point of contact for government officers such as the Government Contracting Officer Representatives (CORs), RTS Technical Director, and RTS Scientific Technical Advisors on full range O&M and I&M activities.
  • Lead the overall execution of the RETS Risk Management Plan.
  • Establish the conceptual scope of estimates and studies in relation to engineering efforts for RTS O&M and I&M efforts.
  • Serve as the Engineering point of contact for developing cost estimates for O&M and I&M efforts by collecting labor, material, and ODC estimates from all anticipated participants.
  • Establish goals/performance objectives to ensure operational availability meets or exceeds PWS requirements and increases operational efficiencies.
  • Develop, integrate, test, deploy, and oversee execution of engineering processes and procedures.
  • Follow DoD, Industry and Company standards and change management processes.
  • Provide leadership and guidance in engineering project prioritization and technology road map development.
  • Support Basis of Estimates (BOE) and Rough Order Magnitude (ROM) estimates for new sustainment projects and supports proposal efforts on new projects.
  • Monitor system metrics to ensure MTBF and MTTR result in minimal to no impact on mission operations.

  • Ability to effectively monitor a constantly changing and evolving work environment; to timely meet short timelines, while balancing stringent contract requirements.

Required Experience

  • Master of Science degree from an accredited college or university in Engineering or scientific field of study.
  • Fifteen (15) or more years’ experience in progressively more complex work experience in engineering or scientific disciplines; a PhD in a related science and engineering field may be substituted for three (3) years of relevant experience.
  • Experience in ballistic missile test operations and planning; familiarity with radar, telemetry, and/or optics concepts, operations, and maintenance.
  • Experience leading strategy development and implementation that translates into customer satisfaction and long-term business growth.
  • Experience presenting to customers and senior leaders; ability to effectively work and communicate with all levels of management and customers.
  • Experience managing an organization that handles classified information.
  • Knowledge of process improvement methodologies such as six-sigma, lean, root cause and corrective action, failure modes effects analysis, and process failure modes and effects analysis.
  • Thorough understanding and implementation of program leadership best practices and processes to include capture management, engineering development, operations, and mission support activities.
  • Working knowledge of business and project management tools and processes such as EVMS, IMS/IMP, Risk Management, Financial Forecasting and EACs.

Preferred Candidate Experience / Qualifications

  • Experience interfacing with Senior Leaders in the United States Army and/or other Department of Defense Agencies.
  • Experience managing a business in the aerospace industry.
  • Experience with space launch and/or test range systems preferred.

Additional Eligibility Qualifications

  • Must be able to obtain and maintain a DoD Secret Security Clearance, which requires U.S. citizenship.
  • The flexibility to work occasional non-duty hours or on weekends to support specific project or mission requirements.
