Geographic Information System Developer

Client Central Office Maintenance Division requires advanced GIS support for one of their programs. The candidate must be able to take direction from the Program Manager to both create and manage GIS maps, map attributes, and associated mapping reports in support of their application. This role includes the ability to use and direct the use of ArcGIS in performing these duties.

Key Responsibilities:

• Create GIS maps and populate associated fields using data submitted in Excel spreadsheets, databases, or other similar systems.
• Receive requests from VDOT field users and provide expert advice and support regarding all GIS mapping to/from their systems.

Qualifications

• Education:
• BS/BA in GIS, Geography, Cartography, Computer Science, or related field with GIS experience.
• Experience:
• 4-8 years of experience in GIS and GIS application development.
• Minimum of 5 years of experience designing, building, and delivering web applications.
• Experience developing web applications using ArcGIS API for JavaScript or other JavaScript mapping APIs.
• Skills:
• Excellent problem-solving, verbal, and written communication skills.
• Strong design, development, and debugging skills.
• Experience in the development of complex analysis and mapping projects.
• Ability to communicate technical information to non-technical users, both orally and in writing.
• High competence in ESRI GIS software suite (ArcGIS 10.x), including knowledge of ArcSDE and ArcGIS Enterprise (server, portal, web adaptors, data stores).
• Ability to work independently to develop GIS tools and applications, perform complex analyses, and create multi-layered maps using the appropriate combination of tools in the GIS application suite and other programming environments.
• Develop and maintain linear referencing systems (LRS) and GIS applications to support spatial data management needs.

Preferred Qualifications

• Experience and demonstrated proficiency in data extraction, analysis, and scripting tools, preferably Oracle SQL and PostgreSQL.
• Prior experience with LRS/GIS and working knowledge of ESRI Roads & Highways or similar systems is a plus.
• Self-starter with a technical background in software and the ability to work with minimal supervision.
• Experience in reporting tools such as Power BI is strongly desired.
