The Network and Security Engineer reports directly to the Director of Information Technology. The Network and Security Engineer provides expert level administration and support for the College's LAN infrastructure and is responsible for delivering a reliable, well maintained, and secure networking environment to the College community. Responsibilities include network management, client support, training and development.
The Network and Security Engineer is a full-time position and exempt from civil service and representation. The pay range for this exempt position is $110,000-$115,000 annually. The priority consideration date for candidates who apply by August 23rd, 2024, will receive priority, but will remain open until filled.

Key Responsibilities / Essential Functions Include
NETWORK FUNCTIONS
- Utilize specialized techniques, tools, and methods to maintain the integrity, security and compliance, availability, and safety of the College networking environment
- Manages the design of the network architecture, designs the network infrastructure, and plans and designs LAN/WAN/wireless solutions.
- Integrates and schematically depicts communication architectures, topologies, hardware, software, transmission and links and protocols into complete network configurations.
- Plans and recommends network hardware, systems management software and architecture.
- Maintain timely, high-quality service and support for clients and function as the quality assurance
- Representative for infrastructure services
- Design, manage, and monitor the performance of the production network and ensure optimization of network resources
- Manage and monitor the performance of the College’s K-20 network, ISP providers, wireless and Telephony Networks
- Manage vendor relationships and work with external agencies and vendors to resolve issues
- Responsible for the implementation and maintenance of network management software; researching, analyzing and implementing software patches or hardware changes to fix any network deficiencies at all RTC locations.
- Install, configure and perform advanced diagnostics on infrastructure components
- Troubleshoot and remediate hardware and network problems
- Selects, develops, integrates and implements network management applications for Internet, Intranet and WAN components.
- Conduct network capacity planning
- May take on role of Project Leader for special enterprise-wide assignments.
- Create and maintain a standardization plan for infrastructure systems
- Develop and maintain a disaster recovery plan
- Research and recommend computer and network hardware for replacement under a schedule.
- Approves and modifies network design and architecture to ensure compliance
- Maintain a network topology map and network diagrams and other network documentation
- Develops and manages security for more than one IT functional area (e.g., data, systems, network and/or Web) across the enterprise.
- Assists in the development and implementation of security risk assessments, policies and procedures (e.g., user log-on and authentication rules, security breach escalation procedures, security auditing procedures, state risk reports and use of firewalls and encryption routines).
- Responsible for firewall configuration, maintenance, monitoring and other various network security measures.
- Enforces security policies and procedures by administering and monitoring security profiles, reviews security violation reports (logs) and investigates possible security exceptions, updates, and maintains and documents security controls.
- Educates IT (e.g., security campaigns and phishing exercises) and the business about security policies and consults on security issues regarding user built/managed systems.
- Provides direct support to the business and IT staff for security related issues.
- Reviews and prepares status reports on security matters to develop security risk analysis scenarios and response procedures.
- Evaluates and recommends security products for various platforms in the networking environment.
- Demonstrate multicultural competence (including an awareness and understanding of historically minoritized populations) and maintain an educational and work environment that affirms commitment to equity, diversity, and inclusion.
- Maintain knowledge and skills in networks/communications through active participation in seminars, conferences, workshops, etc.
- Maintain up-to-date theoretical and practical specialty network/communications knowledge.
- Maintain detailed knowledge of a wide range of network software, hardware, media, services, and facilities available and in development.
- Increases knowledge of IT and its uses within the organization.
- Increases professional knowledge and awareness by reading and participation in technical activities.
Required Knowledge, Skills and Abilities
- Experience or participation with persons from diverse backgrounds such as sexual orientation, racial, ethnic, religious, linguistic, gender, age, socio-economic, physical and learning abilities, and a commitment to an inclusive and equitable working / learning environment.
- Minimum industry experience should include two years as a Network and Security Engineer or similar role and responsibilities.
- Proficiency in the following technical skills is required:
- TCP/IP design and management
- Management of firewalls, switches, wireless and routers in a multi VLAN environment
- Applied knowledge and thorough understanding of advanced network and routing protocols and policy based routing (OSPF, ARP, DHCP, DNS, SNMP, VPN, SSL, and NAT)
- Previous experience with server management, active directory, group policies and troubleshooting
- Microsoft Windows current versions
- Telephony experience
- Demonstrated ability to promote universal design and accessibility. Proficiency in (or ability to learn within 6 months of hire) the production of accessible content, whether print or electronic.
- Ability to maintain confidentiality, think critically and exercise independent judgment required.
- Advanced knowledge of Microsoft Office Suite, specifically experience creating & editing documents, spreadsheets and presentation. Previous success learning new computer software programs/platforms required.
- Excellent leadership and interpersonal skills and ability to work effectively as part of a team.
- Demonstrated attention to detail required as well as previous experience maintaining accurate records, managing multiple tasks and planning and organizing work in order to meet changing priorities and deadlines.
- Ability to represent the college in a positive and professional manner, while using tact, discretion and courtesy.
- Ability to speak a regionally top spoken language other than English is preferred (Spanish, Vietnamese, Russian, Somali, and Chinese).
SPECIAL REQUIREMENTS, LICENSES AND CERTIFICATIONS:
- BS or BA degree in an information technology related field is preferred
- Juniper Firewall/ Experience is preferred
- VM Ware experience is preferred
- Proficiency with Microsoft Office is preferred
WORKING CONDITIONS:
This position works during college business hours, however, there may be events (on and off campus) the position will organize and/or attend. Work is sedentary in nature and is performed in an office environment which is adequately heated and ventilated. Frequent use of computer and exposure to terminal screens in performing work assignments required. This position will move throughout campus periodically, utilizing various spaces to facilitate planned activities. Work will occur on-campus, with occasional remote work possible and depending on office coverage needs.
