The Technology Department plays a pivotal role in advancing NCTA's legislative and regulatory initiatives that encompass technical facets or implications. This department is tasked with the thorough analysis and assessment of technical issues that are on the agenda of public policymakers. It spearheads the representation and coordination of the industry's stance on technical policy, standards, practices, and activities related to Internet governance.

Reporting to the Chief Technology Officer & SVP, the Senior Director of Engineering is a high visibility position that will represent the cable industry before the FCC and other government agencies, as well as in national and international standards organizations.

Essential Functions:

  1. Provides technical expertise to NCTA members and staff in wireless communications, Wi-Fi systems, dynamic spectrum sharing models, cable system architecture and design, engineering, and operations, with a focus on wireless technology. Assist in formulating industry strategy and technical policy in these areas.
  2. Collaborates with government agencies such as the FCC and NTIA, and industry organizations to develop and implement spectrum-related strategies and technical policies supporting the cable industry’s public policy initiatives.
  3. Works closely with senior technologists at CableLabs, SCTE, cable operators, cable programming companies, and industry suppliers to develop proactive strategies to strengthen the industry’s position on spectrum policy for both unlicensed and shared spectrum frameworks.
  4. Initiates and leads technical programs in support of techno-policy, technical standards, guidelines, and frameworks.
  5. Serves as a subject matter expert on Wi-Fi, CBRS, and spectrum policy. Deliver compelling presentations and advocate for the cable industry's technical policy positions in public forums, industry events, and before government agencies, demonstrating excellent public speaking skills.
  6. Represents the cable industry within standards and specifications development organizations such as ATSC, SCTE, and WInnForum, while formulating and advocating industry technical positions in these organizations.
  7. Participate and contribute to technical working groups such as WInnForum, USITUA, and FCC-TAC.
  8. Collaborates with NCTA internal departments to develop technical reports, analyses, and presentations on technical issues.
  9. Helps NCTA members and staff understand and leverage the technological history and developments of the cable industry to further public policy initiatives.
  10. Assists in preparing NCTA members and staff for engagements with Congress, the FCC, other government agencies, and the press. Occasionally participate in briefings.
  11. Develops formal electronic presentations on technology and related subjects for use by NCTA staff in external communications and internal education.
  12. Stays at the forefront of emerging technologies, evaluating their implications for public policy and the cable industry.
  13. Performs other duties as assigned.

Background/Skills/Abilities Preferred:

  1. Bachelor’s degree plus 10 years of experience (Master’s degree preferred) in Electrical Engineering or a related field.
  2. Extensive understanding and experience with wireless technologies, Wi-Fi, CBRS, and spectrum management.
  3. Thorough technical knowledge and experience with unlicensed and shared spectrum frameworks, including spectrum allocation, power requirements, and interference analysis.
  4. Familiarity with spectrum-related rules and guidelines set by the FCC and NTIA.
  5. Ability to work collaboratively and in potential leadership positions within standards development organizations.
  6. Capability to translate and simplify complex technological concepts and issues into plain, understandable language.
  7. Proven track record as an effective and collaborative team player.
  8. Ability to build and leverage broad-based consensus among disparate parties.
  9. Outstanding written and public speaking skills, with the ability to engage and persuade diverse audiences, from technical experts to policymakers.
  10. Knowledge of cable system engineering, plant theory, design, and operations is a significant plus.

$171,107 - $197,230
