The Engineer Technician/Inspector is responsible for the daily implementation of the City Excavation Permit Program. This includes review permit applications, schedule/perform permit inspections, provide management and oversight of permit activities and communicate permit activities with internal City Staff to ensure safe and effective operations within the City Right of Way. This requires having responsible charge for reviewing and processing plans, permits and various reports; responding to requests for technical information and inquiries from various departments. This position may also create, update and maintain maps, enter information into databases and prepare design documents and exhibits using CADD on an as needed basis.
This position is in direct support of the excavation/franchise permits and may also provide support with inspections for erosion and sediment control, bond releases and the stormwater program.
The hiring range for this position is: $61,963.20 - $85,196.80, DOQ.

Essential Job Functions
Provides technical assistance and information to other City divisions/departments, developers, contractors, engineers and the public regarding utility construction and infrastructure. Receives and responds to public inquiries, requests for assistance and complaints and coordinate with other team members as appropriate. Receives and reviews various records and reports including engineering drawings, etc.
Refers to DCSM, technical manuals, engineering drawings, maps, plats, City codes and ordinances, GIS data, deeds, etc.
Interfaces with engineers, field crews, other departments, private company representatives, and the public in order to produce accurate project data documentation. Produces special maps upon request; completes special projects as assigned; and prepares, tracks and completes work orders for assigned projects. Prepares technical drawings and sketches that identify the location of utilities and other facilities; and maintains infrastructure system maps and records.
Conducts review of excavation permits for compliance with local and state regulations. Assists with GPS surveying to verify existing/proposed utility locations.
Reviews property and lot lines, and determines if City easements exist on the property based on real estate records and/or existing surveying/engineering documents. Deed research, plat drafting and printing of existing documents on a plotter.
Compiles data to update G.I.S. base maps, utilities, SWM facilities, boundaries, tax maps and city street maps. Maintains surveying and engineering records and files of the department to include filing and scanning of hardcopy files/plans.
Assists contractors in the field documenting revisions to site plans and permits.
Assists with as-built plan review, bond reduction and release requests and perform appropriate inspections to validate work is complete in coordination with the project site reviewers and inspector.
Performs other related duties as assigned.
Minimum Required Qualifications
High school diploma or GED and 2 years' experience in engineering, drafting, inspections, and/or surveying; or any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities for this position.
Special Requirements
Must possess and maintain a valid Virginia driver's license.
Must attend DEQ training and obtain a certificate for the Virginia DEQ Erosion and Sediment control inspector certification within one year of employment.
Virginia Work Zone Safety Certification preferred
