ECS is seeking a RF/EW Engineer and Export Policy Analyst to work in our JBAB, Washington, DC office.
Job Description:
Provide technical support to Navy's Exports program office. Includes analysis and providing expert technical advice and guidance regarding RF/EW and IR/EO system/platform performance; drafting defense position papers and decision memoranda regarding US export of same systems/platforms. Review/approve industry and military export license requests to ensure compliance with current DoD guidance/instruction. Represent the Government program office at various government/ DoD/Industry meetings. Coordinate with/provides direct support to the Government Program/Deputy Program Manager in the daily execution of their responsibilities. All duties are conducted at the customer site in a classified facility. Periodic local travel to support program reviews/demonstrations. Desirable experience includes providing expert technical advice, guidance, and analysis regarding warfare systems and technologies, operational research, designing experimental exercises/field tests, assessing collected data, and supporting technology/system/ platform integration.
Salary Range:150,000-190,000
Required Skills:
- Current TS/SCI clearance.
- Technical, engineering, or systems experience with military technologies and/or platforms involving: radars; intelligence, surveillance, and reconnaissance (ISR) systems; electronic warfare; and/or electro-optical / Infrared / laser sensor systems/platforms.
- Military or technical expertise with electronic systems, active electronically scanned arrays, and/or components (e.g. power amplifiers, etc.).
- Ability to evaluate system utility and effectiveness for current and future weapon programs, military and civilian radar, electronic warfare systems, communications systems, and other technologies and understand the technological capability for use in weapons systems.
- Able to interpret Department of Defense (DoD) Instructions on export policy to provide recommendations to DoD and Industry for export requests, coordinate export policy and positions with subject matter experts across DoD branches/services to ensure compliance, and coordinate with Industry to determine the impact to current weapons programs.
- Experience providing technical support / working with DoD technical groups, inter-agencies, joint service committees, and task forces.
- Ability to interact/coordinate with various external agencies, military services, and operational commands to schedule program updates, demonstrations, and technology transfer.
- Ability to establish, maintain, and partner with various DoD, intelligence communities (IC) and other partners to address program requirements.
- Ability to organize, host, and run meetings, events, and working groups with services, Industry, or Government agencies on behalf of the respective Government PM.
- Ability to provide in-depth research and analysis, develop /compile reports, prepare presentations, and provide technical summaries / recommendations resulting from research and analysis.
- Excellent oral and written communication skills.
- Experience working with classified technology, development, and/or export programs in classified workspaces.
- BS/BA, Engr/Sci/Acquisition/Logistics.
- Experience with U.S. Export Controls, policy and regulations, Foreign Military Sales (FMS), and/or Direct Commercial Sales (DCS).
- Experience with DoD 5000 series acquisition project/program management.
- Experience processing actions and documentation related to NISPOM, ICDS, DoD 5205 series of manuals, Executive Orders, DoD Instructions, and operational security (OPSEC).
- Experience with DoD acquisition processes.
- Experience supporting R&D programs; ability to support requirement developments, SOW preparation, source selection evaluation, and other acquisition program management responsibilities.
- Experience with program test and evaluation: planning, coordination, execution, and data analysis.
- Experience with systems engineering/integration.
- Experience supporting R&D or IRaD programs.
- Military experience with the US Navy or other service/joint service experience.
- Degree(s) in a technical discipline, e.g. engineering, physics, computer science, IT, etc.).
