Responsibilities

The FAA’s System Engineering and Technical Innovative Solutions (SETIS) portfolio willprovidea broad range of Research, Service Analysis, Strategic Planning, Systems Engineering (SE), technical, financial, and programmatic support services that will enable the FAA toaccomplishits National Airspace System (NAS), Mission Support and other aviation-relatedobjectives.

This exciting and diverse work includes technical, financial, and programmatic support services, and other aviation-related support services that fall within the FAA’s Acquisition Management System (AMS) Lifecycle Management Policy activities, including but not limited to:

  • Systems engineering and integration,

  • Investment and business case analysis,

  • System acquisition program planning and management,

  • System development and implementation planning and management,

  • System Life Extension Program/Technical Refresh planning,

  • Program and contract management,

  • Forecasting and business/financial/information management

In addition, the candidatewill be involved inAviation, Innovation, and New Entrants related activities that fall outside the AMS Lifecycle Management Policy. This includes, but is not limited to research, analysis, and assessment supporting the development of systems, standards, policies, published rules, and procedures.

Responsibilities:

  • Conductcomprehensive system-wide review and analysis of all aspects of the NAS development life cycleand provide technical input in developing operational concepts to support all steps of thesystem engineering process.

  • Provideexpertisein the transition of legacy systems to modernized systems.

  • Provideexpertisein the application ofstate-of-the-arttechnology to meet missionrequirements.

  • Provide technical input in developing operational concepts to support all steps of the

  • system engineering process.

  • Conduct functional analysis to further decompose operational needs and processes.

  • Develop enterprise architecture products with traceability and allocations toprogram

  • requirements.

  • Develop requirements and specifications to meet operational and technicalobjectives.

  • Evaluate product and solution alternatives.

  • Manage technical and program requirements by performing requirement analysis to

  • transform the operational need into system performance requirements,interface

  • requirements and functional requirements.

  • Manage and update automation requirements for existing platforms.

  • Participate in UAS standards working groups involving other services within theAir

  • Traffic Organization (ATO), the Aviation Safety (AVS) Organization, and otherstakeholder groups.

  • Evaluate critical and essential services implementation.

  • Develop performance monitoring specifications.

  • Monitor technical performance measures and other system and service metrics for the

  • critical and essential services.

  • Perform Human Factors-related (HF) tasksregardingthe role of human factorsresearch

  • and engineering.

  • Define and manage the UAS Enterprise Architecture.

  • Formulate recommendations for testing and evaluating procedures, standards andother

  • guidance documentation, for all test phases.

  • Develop and execute the system test plans and report on the results.

  • Conduct and complete safety analyses for UAS capabilities.

  • Develop and perform software quality assurance assessments for UAS capabilities.

  • Provide a variety of technical engineeringexpertiseandassistanceinvolving the

  • development, implementation, integration, and transition of UAS systems, components,

  • and equipment.

  • Perform requirement validation assessments at theappropriate keydecisionpoints

  • (includingin the FAA acquisition process).

  • Perform software system engineering tasks that support UAS software integration and

  • maintenance activities.

  • Review and evaluate project-specific procurement documentation, evaluate softwarerisk

  • management plans, review and assess program plans, transition plans,implementation

  • plans and other documents of a similar nature.

  • Participate in and provide support for activities related to the implementation of the new

  • system. This support will provide technical & operationalassistanceincluding review and

  • evaluation of the implementation schedule, problem reporting, evaluation of planningdocuments (implementation documentation and plans, test plans, test reports, etc.),

  • installation oversight and coordination with various stakeholders.

Required Qualifications

  • Knowledge of FAA's Acquisition Management System processes and productsdesirable.

  • Knowledge ofNAS Enterprise Architecturedesirable.

  • Applied experience usingSystem Architect,DOORS, CORE,andCameohighly desirable.

  • Demonstrated technical leadership in FAA's NAS modernization programsdesirable.

  • Model Based System Engineering/Digital Engineering desirable.

  • Experience in requirementsdevelopmentin the federal government space.

  • Function identification, modeling, decomposition, analysis,and needs identification.

  • Performance modeling,analysisanddetermination.

  • Availability, safety, and security requirement determination.

  • Configurationmanagement,alternatives identificationandanalysis.

  • Compensation $61,600 - $96,250

Level 5

  • 2-6 years of relevant experience isrequired.

  • Compensation: $61,600 - $116,425

Level 4

  • 6-10 years of relevant experience isrequired.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
